Future Ready Oregon: BOLI Apprenticeship Grants Program

The Bureau of Labor and Industries (BOLI) Apprenticeship and Training Division (ATD) has been awarded $18.9 Million in grant funding to be awarded through three consecutive application rounds. These funds will support the development, expansion and implementation of registered apprenticeship and pre-apprenticeship programs. The funds will accelerate innovation in health care and manufacturing apprenticeships and support the development of pre-apprenticeship training programs in healthcare, manufacturing, and construction.

The investment known as "Future Ready Oregon" was funded by the Oregon State Legislature in Senate Bill 1545  (SB 1545). This Bill increases BOLI's ability to offer Oregonians even more options to attain family-sustaining wages through apprenticeship and pre-apprenticeship programs. 

The grants will be awarded to community-based organizations, labor organizations, local workforce development boards and other entities to develop apprenticeship and pre-apprenticeship training programs that prioritize program participation by apprentices from populations historically underrepresented in apprenticeship.


Funding Rounds

There will be three rounds of funding. The first round of funding closed on June 2, 2022, and the second round closed on September 2, 2022.  To date, at 28 grants have been approved totaling $8,322,419. The third and final round begins on November 4, 2022. 

Awarded proposals from each round will have funding disbursed at 50 percent in month one of the grant agreement period, 25 percent in month four, and the remaining 25 percent in month eight or by June 30, 2023, the date BOLI must disburse all Future Ready Oregon funds.

  • Round 1 Application submissions: May 2 – June 2, 2022 (Complete: see Round 1 awards here.)

  • Round 2 Application submissions: August 2 – September 2, 2022 (Complete: see Round 2 awards here.)

  • Round 3 Application submissions: November 4, 2022 – March 10, 2023

Please review the RFP linked below for details about eligibility and timelines. Available awards will be modified at each funding round to balance investments across industries, services, and state workforce regions. Check back before each round to find the available RFPs for that round.  

Round 3 is different!  Round 3 will be open for 4 months instead of 1 month, and there are approval cycles within the round so that applications submitted before the final March 10, 2023, deadline can be approved more quickly. Read the RFP linked below for more details.

Evaluation Criteria

Evaluation criteria for RFP proposals are below. 

Each round of RFP applicants that pass the accept/decline phase will be reviewed by an Evaluation Committee which is comprised of representatives from diverse backgrounds and that includes a minimum of one Oregon State Apprenticeship and Training Council (OSATC) Member and a public member who has either large grant funding or fiscal experience. Applicants and other interested parties are not to contact Evaluation Committee members regarding the grant programs or their applications for the programs. Any solicitation of committee members by applicants will result in penalties including disqualification of their application(s).

The Evaluation Committee members include:

  • Irene Aviles, Bilingual Operations Manager, Bureau of Labor and Industries
  • Evan Stuart, Councilmember, Oregon State Apprenticeship and Training Council
  • Judy Betts, Public Member, Hamilton Construction & Former OSATC Councilmember 
  • Lisa Ransom, Apprenticeship and Training Director, Bureau of Labor and Industries

After evaluation by the Committee, BOLI staff will present recommendations at the next scheduled OSATC meeting for Apprenticeship Grants Program oversight for final approval by the Council.
