Firefighter Apprenticeship Grant Program

The Bureau of Labor and Industries (“BOLI") Apprenticeship and Training Division (“ATD") implemented a legislatively created workforce development grant program to support the development, expansion, and implementation of registered apprenticeship in the Firefighting Occupation in Oregon. The grant program was authorized by House Bill 2294 (2023), also known as Firefighter Apprenticeship Training Program. Additional funds were approved by House Bill 5006 (2025).

2026 Funding Limitations:
Funding is limited to a maximum of $2.5 million in aggregate and no more than 5 recipients.

Application Review Process

Criteria for grant applications are summarized below. Review the RFP for a complete description. 
1.  Application Submission: ATD will screen, and review all submitted applications to ensure they are complete. Incomplete applications will not be considered, and the applicant will be notified of disqualification. 

2.  Evaluation Committee: Complete applications will be reviewed and scored by the Grants Evaluation Committee using the Scoring Rubric in Attachment C of the RFP. The Evaluation Committee will include a diverse panel of stakeholders that have knowledge about apprenticeship and/or workforce development in Firefighting.

3.  ATD Director: The ATD Grant Administrator will review the Evaluation Committee scores and forward funding recommendations to the Division Director for final approval.
