2027-29 ODOE Budget Development

ODOE and other state agencies are now in the budget development process for the 2027-2029 biennial budget.

Save the date! ODOE will hold a public budget meeting on July 15, 2026 at 3 p.m. to share more about our 2027-2029 Agency Request Budget.

2025-27 ODOE Budget

Governor Kotek signed ODOE's 2025-2027 budget bill (SB 5518) on June 24, 2025. Read ODOE's 2025-2027 Legislatively Adopted Budget.

2025 Legislative Session History

The Oregon Department of Energy submitted its Agency Request Budget for the 2025-2027 biennium on August 1, 2024. 

Governor Kotek issued her Recommended Budget in December 2024, including Policy Options Packages for ODOE.  

ODOE presented on its budget to the Joint  Ways & Means Subcommittee on Natural Resources  on February 10-11, 2025.  

Pre-legislative session, ODOE held a public budget meeting on July 29, 2024 to walk through our 2025-2027 Agency Request Budget. Learn more in the materials below.

Meeting Materials

The Biennial Budget Process

We begin developing our next biennium budget about a year in advance. The budget development process has three major phases:

  • Agency Request Budget - ODOE starts with the previous biennium's budget, then adds, removes, or adjusts the budget based on program needs and policy responsibilities.
  • Governor's Recommended Budget - The Governor's Office and the Chief Financial Office build on and may revise the Agency Request Budget. The results are presented to the Legislature for consideration.
  • Legislatively Adopted Budget - Legislative committees review proposed budgets and hold public hearings before the full Legislature votes on each agency's budget.
