Amendments to Oregon Solar Plus Storage Rebate Program

Summary of Proposed Rule During the 2025 legislative session, SB 827 was passed and became effective January 1, 2026. This created a new rebate for battery storage systems that will be paired at the time of installation with previously purchased and installed solar systems. The proposed amendments add in this new rebate type to the program. Other proposed amendments include updating program definitions, increasing the number of reservations a contractor can have for low- or moderate-income residential customers and low-income service providers; and increasing the amount of time a reservation for a low-income service providers can be extended.

The Department will incur costs in order to adjust the software system contractors apply to the program through to allow for the new rebate type.

February 19, 2026: Comments Requested on Proposed Amendments to Oregon Solar Plus Storage Rebate Program

ODOE is accepting written comments on the amendments to the draft rules for the Oregon Solar + Storage Rebate Program. You can submit your comments by email or mail to the addresses listed below. The public comment period will close on March 27, 2026, at 5 pm. Comments received after this date will not be considered in the rulemaking process. ODOE will also host a virtual rulemaking hearing to accept oral testimony on amendments to the draft rules.
