During a disaster or emergency, the Oregon Department of Human Services (ODHS) has a lead role for mass care. We collaborate with other agencies, both governmental and non-governmental. The ODHS Office of Resilience and Emergency Management (OREM) coordinates this work for our agency.

During disasters, OREM works with partners across the state and coordinates work at ODHS, including:
- Non-medical mass care (food, water, shelter)
- Emergency assistance (first aid, distributing supplies)
- Assessing human services needs for people who are impacted
- Coordinating human services and reducing barriers
- Addressing language needs for people with limited English proficiency
This is part of Oregon's
Comprehensive Emergency Management Plan, which includes
specific roles for state agencies.
