ODHS Office of Resilience and Emergency Management (OREM)

What we do

During a disaster or emergency, the Oregon Department of Human Services (ODHS) has a lead role for mass care. ODHS collaborates with other agencies, both governmental and non-governmental.

OREM coordinates this work, including:

Non-medical mass care (food, water, shelter)
Emergency assistance (first aid, distributing supplies)
Assessing human services needs for people who are impacted
Coordinating human services and reducing barriers
Addressing language needs for people with limited English proficiency

This is part of Oregon's Comprehensive Emergency Management Plan, which includes specific roles for state agencies.
