ODDS guiding principles for 2027‒29 budget requests

The Office of Developmental Disabilities Services (ODDS) held community meetings and a survey in spring and summer 2026. We asked people about their intellectual and developmental disabilities (I/DD) services and what should be most important when we make budget decisions. Thank you to all who shared throughout this process.

With the community’s feedback, we drafted 13 principles to guide our 2027‒29 budget requests:

Please note: Regarding the ODHS budget, the state is facing a tight budget landscape. There are a few reasons for this: the requirements and funding cuts of federal House Resolution 1 (HR 1) and Oregon’s statewide budget shortfall.

As part of the budget process, the Governor’s Office will ask us to present possible budget reductions for ODDS. The Governor will ask this for all ODHS programs and other agencies. There isn’t much we can suggest for cuts without compromising some of our guiding principles. But that’s why we have the principles: They will help guide our hard choices and, we hope, reduce the impact of any cuts on individuals and partners.

Please remember that the Oregon Legislature makes the final budget decisions. We advise the agency. The agency advises the Governor, and the Governor advises the Legislature.

You can ask questions during the meeting or send questions ahead of time using our form.

If you use the form, please send your questions by 8 a.m. on the Monday before the meeting.
The form is available in English, Spanish, Arabic, Russian, Simplified Chinese, Somali and Vietnamese.

If we can't answer your question during the meeting, we will reply by email afterward.
