I/DD Provider Enrollment and Maintenance System

A new provider enrollment and maintenance system for intellectual and developmental disabilities (I/DD) services is coming to Oregon.

The system will make it easier to license, enroll and help providers by keeping track of their own information and credentials.

What is the Provider Enrollment and Maintenance System (PEMS)?

PEMS is a new system to manage the credentials and licensing of providers. There will be two parts, or “modules,” to this system.

The first part, the Agency and Foster Provider Module, will be for agencies that provide developmental disabilities services to Oregonians. This includes residential care homes, DD foster homes, supported living programs and several other types of I/DD service providers.

The second part, the Universal Provider Module, will be for individual providers. This includes Personal Support Workers (PSWs), Homecare Workers (HCWs) and Personal Care Attendants (PCAs).


One system, two modules

Agency and Foster Provider Module

The Agency and Foster Provider Module will improve services for agency and foster providers, including:

  • Supporting Living Program
  • Direct Nursing Services
  • Community Living Supports
  • 24-hour Residential (Adult)
  • 24-hour Residential (Child)
  • Host Homes
  • Professional Behavior Services
  • Employment Services
  • Adult Foster Homes
  • Child Foster Homes

This module makes it easier for agencies and foster providers to maintain their license and endorsements. It will also include secure ways to share documents and information.

The new module will serve as the replacement for the federal licensing system called ASPEN. The State of Oregon currently uses this system to license Medicaid agency and foster providers.

Universal Provider Module

The Universal Provider Module will be a central system for provider enrollment and credential management. Its features and benefits will include:

  • A universal provider number
  • A simple process for getting credentials that work across programs
    • Office of Developmental Disabilities Services (ODDS)
    • Aging and People with Disabilities (APD)
    • Oregon Health Authority (OHA)
  • Access to important forms, documents and online resources
  • Information and notices in multiple languages
  • Improved workforce communication
  • Better visibility of provider status
  • Increased rules compliance to better protect the people we serve
