Purpose
To create a pilot program for the beautification and clean-up of state highways. The pilot will
evaluate alternative ways of managing litter clean up on the state highway system and will run
through June 30, 2019.
The pilot program will consist of two locations in the Portland metropolitan area:
- To address litter on Interstate 405 and US 26 from Interstate 405 to Murray Boulevard,
and
- To address litter on US 26 from Murray Boulevard to Cornelius Pass Road.
Each pilot program location will include a donation of at least $100,000 up to $150,000 from a
single source.
The Region 1 Manager will document, in writing, the receipt of the donation including the
purpose of the donation. In addition, the Region 1 Manager will document: a) the condition of
the state highway prior to the pilot program; b) the action taken to clean up the litter during the
pilot program; c) the cost to administer the pilot program; d) the condition of the state highway
at the conclusion of the pilot program; and other findings deemed necessary to evaluate the
pilot program.
ODOT may place signs recognizing the donation - one sign in each direction near the end of
each section of highway addressed in the pilot program. If adequate spacing is not available at
the end of the highway section, the sign will be placed as close to the end of the highway
section as feasible to be in compliance with the Manual on Uniform Traffic Control Devices and
ODOT's Sign Policy. The sign will acknowledge the donation for the litter control pilot program
with the donor's name as shown on the attached example.
The acknowledgment signs will be installed upon receipt of funds from a donor and will be
removed by ODOT upon termination of the pilot program.
In addition to the acknowledgement sign, ODOT may recognize the donation with a letter to
the donor or in a media release on the pilot program.
The pilot program will be evaluated after June 30, 2019 at which time ODOT will determine the
effectiveness of the program and if the program should continue as a permanent program.
