Region 1 ADA Curb Ramp Upgrades – U.S. 30 Bypass (North Lombard Street/Northeast Killingsworth Street/Northeast Sandy Boulevard)

We are bringing approximately 600 sidewalk curb ramps into compliance with Americans

with Disabilities Act (ADA) accessibility standards on U.S. 30 Bypass (North Lombard Street,

Northeast Killingsworth Street and Northeast Sandy Boulevard) in Portland over multiple

phases. People with disabilities and everyone who uses sidewalks along the highway will

benefit from these upgrades.

We finished Phase 1 in June 2025. In Phase 2, we will construct an additional 260 ramps at signalized intersections.

Construction Impacts

This summer, work continues to replace these existing, non-compliant sidewalk curb ramps along U.S. 30 Bypass between North Ivanhoe Street and Northeast 162nd Avenue.

When work begins, expect intermittent lane, shoulder and sidewalk closures on U.S. 30 Bypass and on intersecting local streets. All roads will remain open. We’ll provide ADA-accessible pedestrian detours around the work zones and maintain access for customers of adjacent businesses. On-street parking may be temporarily blocked in some areas. There will be no permanent parking removal.

This is Phase 2 of our curb ramp project on U.S. 30 Bypass. We finished Phase 1 in June 2025. In Phase 2, we will construct an additional 260 ramps at signalized intersections. It usually takes 1-2 weeks to construct an individual corner, with work on several corners happening concurrently. However, only one corner per intersection will be under construction at a time to better maintain access to residences, businesses and services. After all corners are rebuilt, crews come back later to finish paving, road markings and signs. This final work will happen a few weeks after the corners are rebuilt. Work will finish in 2028.

Schedule

Construction of the first two phases is complete. Construction of the third phase is scheduled to begin in summer 2026. Refer to the table below for the schedule of each phase.

We are bringing approximately 600 sidewalk curb ramps up to the current ADA accessibility standards along an eight-mile stretch of U.S. 30 Bypass (North/Northeast Lombard Street, Northeast Killingsworth Street and Northeast Sandy Boulevard) in Portland at unsignalized intersections. The corners being upgraded along U.S. 30 Bypass are between North Syracuse Street and Northeast 165th Avenue. Everyone who uses sidewalks along the highway will benefit from these upgrades.
