The Culvert Repair Programmatic Agreement (CRPA) is an agreement between the Oregon Department of Transportation (ODOT) and Oregon Department of Fish and Wildlife (ODFW) allowing the short term repair of culverts on fish bearing streams by meeting modified requirements while still fulfilling the intent described in Fish Passage Law (OAR 635-412). The subject of this guidance is to inform project teams on the coordination, timeline, and documentation requirements associated with the use of the CRPA.
Advisory Information
As part of the CRPA agreement, ODOT is required to provide ODFW a list of all culverts that are planned to be repaired using the CRPA. The Region Statewide Culvert Steering Team representatives coordinate with the ODOT Senior Culvert Maintenance Hydraulic Engineer and the ODOT Fish Passage Program Coordinator who then coordinate the potential sites with ODFW and cooperatively build CRPA project lists.
ODOT and ODFW have worked together to create a timeline and submittal forms that will be part of the submittal package. (ODOT-ODFW CRPA Initiation &Tracking Form) To meet the conditions of the CRPA agreement, the initial culvert lists are to be submitted by the end of February, the year prior to construction. (example; Feb of 2020 for 2021 construction)
The Senior Culvert Maintenance Hydraulic Engineer and/or the Engineer of Record and the Fish Passage Program Coordinator will visit the site with ODFW to determine the species and life stage of concern as well as potential passage improvements that can be implemented. During the site visit, ODOT and ODFW representatives will document an approach in a tentative agreement which describes what fish passage barriers are to be addressed and what type of fish passage improvement(s) is to be implemented. The Culvert Scoping Summary Form is to be filled out and initialed by a representative from each agency at the end of the site visit.
During the design phase of the project, if there are elements of the agreed upon approach which cannot be met, the EOR will coordinate these changes with ODFW to resolve the issue. The Fish Passage Program Coordinator and the Senior Culvert Maintenance Hydraulic Engineer should be included in these discussions to expedite ODFW concurrence.
The final CRPA submittal is required prior to the end of February the year of construction. The Project Team submits the information to the Fish Passage Program Coordinator and the Senior Culvert Maintenance Hydraulic Engineer. The information is then submitted by the Fish Passage Program Coordinator to ODFW for final concurrence. This submittal must include completed:
