About the Study

We're working with the City of Woodburn to improve pedestrian safety on OR 99E, Pacific Highway, between Young Street and Mount Hood Avenue. This study will help us identify future projects that will make it safer for everyone to get around Woodburn – whether you drive, ride, walk or roll!

We're seeking funding to add:

  • Sidewalks between Young Street and Lincoln Street.
  • New pedestrian crossings in the study area.
  • Street lighting in the study area.

Your feedback matters – tell us what you think about the proposed improvements and share more about the challenges you face as you travel through Woodburn. Your input will help us identify solutions that are right for your community.

​We have studied this highway​ with the City of Woodburn before to identify transportation needs, but a lot has changed since then. Some of the improvement projects previously looked at were built, while others now require more input from Woodburn residents and business owners to make sure that we get it right. Additionally, OR 99E in Woodburn continues to experience high crash rates, including some resulting in a serious injury or fatality. 

The study will help to identify the right solutions for your community today. Once complete, either agency could pursue funding to make the corridor safe​r for everyone. ​

​We expect to complete the study by the end of spring 2025.
