Crossing Improvements

The 2017 Woodburn Safety Study reviewed pedestrian safety along OR 99E and identified five new enhanced crosswalk locations.

We installed one of these at Williams Street in 2022, which includes a pedestrian island, flashing lights and striping. 

The four other proposed crossings were near: 
  • Tomlin Avenue. 
  • Blaine Street. 
  • James Street. 
  • Mt. Jefferson Avenue.
We're revisiting these crossing locations and digging deeper because the area has changed significantly since the 2017 study. We want to ensure that the crossings are in the best location for the business community and residents traveling through the area. 
We are also looking to:
  • Incorporate recent ADA improvements. 
  • Limit potential conflicts among modes of travel and increase pedestrian visibility. 
  • Limit impacts to business access, especially for delivery trucks and parking.

All recommended crossing locations will include marked crosswalks, a pedestrian island, street lighting and flashing lights.

Crossing Options

We identified one to two options for each crossing location. Click on the street name or plus sign below to expand the box and learn more about each option, including the benefits and challenges. Use the survey at the end of this online open house to tell us which option you prefer!

Crossing 1: North of Tomlin Avenue​​

​✅ Benefits:
  • Make business entrances and exits clearer, which helps everyone know what to expect when traveling through the area. 
  • Creates a continuous walkway for pedestrians along OR 99E.
  • New crosswalk location near popular destinations.​

❌ Challenges: ​​​

  • Limits left turns onto Tomlin Avenue.
  • May limit other turning movements. 
  • Requires changes to existing driveways.

Crossing 2: North of Woodburn Lanes

  • Make business entrances and exits clearer, which helps everyone know what to expect when traveling through the area. 
  • Creates a continuous walkway for pedestrians along OR 99E. 
  • Limits changes to driveways.

❌ Challenges: 

  • May limit some turning movements.​

Only one location is proposed for this crossing, approximately halfway between Blaine Street and Aztec Drive. ​​

✅ Benefits:

  • Establishes preferred crosswalk location prior to future development, limiting future impacts to businesses. 
  • Can improve the definition of business entrances and exits which helps everyone know what to expect when traveling through the area. 
  • Creates a continuous walkway for pedestrians along OR 99E. 

❌ Challenges:

  • May require changes to driveways.

Option 1: South of James Street

Benefits:

  • ​Doesn't require any changes to driveways.

Challenges: 

  • Southbound traffic may back up into the crosswalk when waiting at the Hardcastle Avenue traffic signal. 
  • Significant distance between this location and the Mt. Jefferson Avenue crossing. 
  • May limit left turns into nearby businesses.

​Option 2: North of Alexandra Avenue

Benefits:

  • Near new apartments and connects to sidewalks and paths along the complex.
  • Maintains large vehicle turning movements into nearby businesses.

Challenges: ​

  • Located close to the Mt. Jefferson Avenue crossing location, resulting in a larger crossing gap between crosswalks to the south.

Option 1​: South of Mt. Jefferson Avenue

✅ Benefits:

  • Reduces potential conflicts with turning movements due to the distance from Mt. Jefferson Avenue.​​
  • Doesn't result in any turning restrictions or driveway conflicts.
  • Proximity to bus stops.

❌ Challenges:

  • Located further away from popular destinations to the north, such as grocery stores. 
  • Limited space on the eastern side for flashing light pole.

Option 2: North of Mt. Jefferson Avenue

✅ Benefits: 

  • Located closer to popular destinations to the north, such as grocery stores. 
  • Proximity to bus stops. 
  • Doesn't require changes to driveways.

❌ Challenges:

  • ​Might limit space for drivers turning left from Mt. Jefferson Avenue to go north on OR 99E if they need to do this turn in to stages.
    Note: left turns will still be allowed but might be more challenging.
