OR 213: 82nd Avenue of Roses Implementation Plan

Region 1: Portland metro and Hood River County (Portland, Multnomah)


​We have completed a transportation planning effort to create a list of feasible projects to improve safety, mobility, and access for people using 82nd Avenue (in the 7 mile segment between NE Killingsworth Street and SE Johnson Creek Boulevard). The projects in the plan could be feasibly funded and constructed within 10 years; however, no funds have been set aside at this time. ​​

Schedule

The planning process was inclusive of the diverse group of people that use 82nd Avenue. Below is schedule for the planning activitiesthat took place:
  • Early 2015: We used stakeholder feedback and collected community priorities to hire a consultant to help facilitate the planning process. 
  • Fall 2015 - summer 2017: We selected the focus areas, collected data, analyzed, and then developed project sets or ways to change 82nd Avenue to reflect community goals. Our staff attended the Jade Night Market in 2015 and 2016, as well as other meetings. We hosted an online survey in five languages that was taken by over 500 people in 2016. 
  • Winter 2016-2017: Business canvassing and neighborhood walking tours to understand what type of improvements are needed at the four focus areas. We hosted an online survey in five languages that was taken by over 400 people in March 2017. 
  • Summer-winter 2017: We developed the plan and had the community review the draft to ensure that it represents clear, implementable projects for the future of 82nd Avenue.

​​Community Advisory Committee
The Community Advisory Committee’s purpose was to provide “on the ground” input and recommendations to project staff and the Project Steering Committee (elected and appointed officials) on important community issues. CAC members shared project information with the group(s) that they represent to serve as project ambassadors to the wider community.

The CAC included a wide range of members representing a diverse group of interests. Members represented multiple groups/interests as long as they are willing and able to share viewpoints from these groups during CAC meetings, even when they conflicted.

Steering Committee
The Steering Committee was made up of elected and appointed officials. The Committee made recommendations to ODOT at key milestones: selecting focus areas, developing project sets, and prioritizing projects for implementation.
