Currently, the stretch of South Water Street between Johna and Fenne Lane lacks sidewalks and does not meet American for Disabilities Act (ADA) requirements. The project will constuct sidewalks on the northeast side of the road and they will be built to ADA standards.
This segment of OR 214 is the only available route for vehicles and pedestrians to get from downtown Silverton to the southern neighborhoods.

The cost estimate for this project is $2.2 million.
