Due to the poor condition of the bridge surfaces, this project replaced the bridges on Interstate 84 over Graham Road in Troutdale.
We constructed a third lane on Graham Road under the bridges and the height of the bridges was raised to better accommodate truck traffic. We built a sidewalk and bike path on the east side of Graham Road for pedestrians and cyclists.

What Problem Will This Improve?
- The I-84 bridges over Graham Road were aging and due to be replaced. In particular, the westbound bridge surface showed severe deterioration in recent years.
- The vertical clearance under the bridges was only 13.5', which is too short to safely accommodate the passage of large trucks and oversized vehicles.
- Where Graham Road passed under I-84, there were narrow shoulders and no designated pedestrian sidewalks.
- The two lanes on Graham Road under the bridges were not wide enough to accommodate the increase in northbound traffic, generated by new industrial development north of I-84.
