OR 99: I-5 to Scenic Avenue Improvements (Central Point)

​​​​​​​​This project improves safety at the Oregon 99 at Scenic Avenue intersection in Central Point. It also improves the west side railroad crossing. 



Impacts

Traffic Impact

​Reduce speeds in the project area because contractors are working on the side of the roadway, southeast corner to start.

Expect some day, night and weekend full closures along with possible short detours during construction on both sides of Scenic Avenue. Oregon 99. will remain open to traffic.


Construction Impacts

Cold weather and rain slowed contractor but hopes for warmer weather to begin the intersection night work.​

Expect some day and night work and possible short detours during construction, including: 

  • ​Up to 5 night closures of the east Scenic Ave. intersecton to rebuild the road foundation, 7 p.m. - 6 a.m.
  • Up to two full weekend closures on the west Scenic Ave. intersection to rebuilt the roadway and railroad crossing grades.
  • The team is working with FD#3 and other emergency providers on access during the closures.

Meetings and Events

​Watch for project open house coming this January, 26, 2023, 4:30 to 6 p.m. at the nearby FD#3 fire house, 1909 Scenic Ave. in the classroom.

Schedule

Construction began in mid-December through October, 2023. Knife River hopes the bulk of the roadwork will be complete by May 2023. 

CORP railroad is letting their own project that will improve the rail crossing and connect the railroad gates with the traffic signals.

The CORP railroad improvments and railroad signals are being upgraded under a secondary contract overseen by the railroad.

​Improves roadway safety and upgrades access for all transportation modes. Will meeting Americans with Disability Act standards.

What Problem Will This Improve?

​The OR 99 and Scenic Avenue intersection is controlled by stop signs and a flashing red light in the middle of the interseciton.

It has a high crash rate and is in need of improvements, especially as the area grows. Scenic Avenue connects Oregon 99 to the east of I-5 including the Jackson County Expo and other destinations to the east.

The project will upgrade the intersection to make it safer. The project team is also working with CORP to improve the railroad crossing.

Additional Information

​​This project will specifically improve:

  • Install new traffic signal at the intersection
  • Construct new curb ramps to meet Americans with Disabilities Act requirements
  • Provide new pavement and restripe the highway from I-5 for a center turn lane which will set up the new signal turn lanes.
  • Upgrade the rail crossing.
