Oregon 99: I-5 to Scenic Avenue Improvements (Central Point)

​​​​​​​​​​​​​​​​This project improves safety at the Oregon 99 at Scenic Avenue intersection in Central Point. It also improves the west side railroad crossing.

Because of delays by the railroad contractor, the traffic signals will not be turned on until the new railroad signals are operational, which could be later this summer. Until then, traffic control at Scenic Avenue intersections will continue to be provided by a stop sign.


Construction Impacts

​Final striping is nearly complete. 

Traffic signals will remain off until the railroad's contractor installs a new signal controller, which is then interconnected with the traffic signals. Until that happens, possibly​ late summer, early fall, Scenic Ave. will be under stop control.

Meetings and Events

​We held a project open house Jan. 26 at the nearby FD#3 fire house.  Thank you to all who attended.


Schedule

Construction may continue through the contract end date of October 2023. Knife River hopes the bulk of the roadwork will be complete by summer 2023. The railroad work is expected to to finish up by August.

CORP railroad has their own contractor doing the railroad crossing and new signal and arms. Until the new railroad signal work is complete, the intersection traffic signals will not be operational.

The CORP railroad improvements and railroad signals are being upgraded under a secondary contract overseen by the railroad.

​Improves roadway safety and upgrades access for all transportation modes. Will meet Americans with Disabilities Act standards.


What Problem Will This Improve?

​The Oregon 99 and Scenic Avenue intersection is controlled by stop signs and a flashing red light in the middle of the intersection.

It has a high crash rate and is in need of improvements, especially as the area grows. Scenic Avenue connects Oregon 99 to the east of I-5 including the Jackson County Expo and other destinations to the east.

The project will upgrade the intersection to make it safer. The project team is also working with CORP to improve the railroad crossing.


Additional Information

​​This project will specifically improve:

  • Install a new traffic signal at the intersection
  • Construct new curb ramps to meet Americans with Disabilities Act requirements
  • Provide new pavement and restripe the highway from I-5 for a center turn lane which will set up the new signal turn lanes.
  • Upgrade the rail crossing.
