OR 8 Traffic and Pedestrian Improvements (Hillsboro and Forest Grove)

​​​​​​​​​​​​​​​​This safety improvement project in three locations on OR 8 in Hillsboro and Forest Grove includes new sidewalks, an enhanced pedestrian crosswalk, new lighting and upgraded traffic signals. ​

Impacts

Traffic Impact

Daytime and nighttime lane closures and delays on OR 8 in Hillboro and Forest Grove along with short-term sidewalk closures with ADA-accessible pedestrian detours.​ Some longer term lane closures in Hillsboro.

Construction Impacts

We will update this section with anticipated traffic impacts each week once construction begins.

General impacts:

  • Mostly daytime work with occasional night work.
  • Intermittent shoulder and single lane closures in the work areas with people on bicycles using travel lanes.
  • Around-the-clock single lane closures on SW Baseline Street between SW Main Street and SW Dennis Avenue for up to 90 days. Business driveways will remain open on SW Baseline Street during this time.
  • Around-the-clock closure of northbound SW Main Street between SW Oak Street and SW Baseline Street for up to 30 days. A signed detour via SW Dennis Avenue will be in place.​
  • Business access will be maintained during construction. Property owners will be notified about direct driveway impacts.
  • Signed ADA-accessible detour routes during any sidewalk closures.
  • TriMet stops for Line 57 may be temporarily impacted. Look for more information at the bus stops and on TriMet.org.
  • Noise and vibrations from construction equipment. Call the 24/7 noise hotline to discuss noise concerns: 503-412-2349.

Schedule

Construction begins in May 2026 and is expected to finish by the end of 2026.

About

We are improving pedestrian and driver safety at three main locations on OR 8 in Hillsboro and Forest Grove with upgraded crosswalks, intersections, and sidewalks. This means a safer and more accessible pedestrian network, improved nighttime visibility and more responsive traffic signals. 

1. Oregon 8 (Pacific Avenue) and A&B Row in Forest Grove: Build a new mid-block crosswalk with a pedestrian-activated beacon, also known as a Rectangular Rapid Flashing Beacon​, or RRFB, to alert drivers that someone is crossing the street. The crosswalk will also include a pedestrian refuge island halfway across. The location for this crosswalk was chosen because this section of OR 8 has long distances between crosswalks, and reduces the distance pedestrians must travel for a safe crossing. RRFBs are a critical part of our efforts to maintain a modern and safe transportation system.

​​2. Oregon 8 (SW Baseline Street) between SW Main Street and SW Dennis Avenue in Hillsboro
: Fill in sidewalk gaps on the north side of SW Baseline Street between Main Street and Dennis Avenue, upgrade sidewalk curb ramps to meet ADA standards and replace the traffic signal at the SW Baseline Street and Main Street intersection. The new signal will be more visible and include pedestrian countdown timers, improving pedestrian safety by reducing the frequency of unsafe crossings.

Anticipated traffic impacts: 
  • Intermittent, single lane closures on OR 8 (SW Baseline Street) between SW Main Street and SW Dennis Avenue.
  • Around-the-clock single lane closures on SW Baseline Street between SW Main Street and SW Dennis Avenue for up to 90 days. Business driveways will remain open on SW Baseline Street during this time.
  • Around-the-clock closure of northbound SW Main Street between SW Oak Street and SW Baseline Street for up to 30 days. A signed detour via SW Dennis Avenue will be in place.

3. Oregon 8 (SW Oak Street) and Armco Avenue in Hillsboro: Add new lighting at this intersection to reduce nighttime crashes.

Anticipated traffic impacts: Intermittent single lane closures on OR 8 (SW Oak Street) and SW Armco Avenue. ​

4. Stormwater pond

A new stormwater retention pond will be constructed near the southwest corner of OR 8 and SW 17th Avenue in Hillsboro. This pond will help absorb runoff and offset the additional impervious surface created by the new sidewalk.

We do not anticipate any major traffic impacts associated with this work.
