About
There are two highway bridges that cross over the Willamette River in the Salem area. Of the two, the Center Street Bridge was determined to be the better candidate to make earthquake ready.
This HB 2017 project will happen in two phases.
In Phase 1, we will address seismic resiliency for the sections of the bridge over the Willamette River and two of the ramps on the east side by:
- Enlarging the bridge supports.
- Strengthening the river section and eastern side of OR 22 approaching the bridge and the ramp to southbound OR 99E.
- Replacing and upgrading the existing City of Salem waterline that’s attached to the bridge to make it more resilient.
- Developing an emergency response plan that outlines the most efficient way to reconnect the west side of the bridge after a major seismic event, if it occurs before Phase 2 is completed. This plan would allow us to reconnect West Salem, and surrounding areas, to critical services and I-5 in weeks or months instead of years after a major seismic event.
During our investigation, we found that the West Salem side of the bridge has a different type of soil and needs further exploration. In a future Phase 2, when we have funding, we will address the ramps on the west side of the river to make them earthquake ready.

Potential Park Impacts During Construction

We will use Water Street and a portion of the north Riverfront Park parking lot to access the bridge and ramps during construction.
You can expect:
- Construction activities using large cranes.
- Tree removal in parking lot and next to the bridge.
- Reduced number of parking spaces in northern parking lot.
- Changes to pedestrian access from north entrance.
During and after construction, we will:
- Maintain access to the park at the northern entrance for vehicles and pedestrians.
- Keep the electric charging and ADA parking available in the northern parking lot.
- Not impact the southern parking area.
- Provide additional parking provided nearby.
- Rebuild the parking area after the project is complete.
- Provide the City of Salem compensation for landscaping and replanting trees.
During large events, like Salem’s IronMan competition, you can expect:
- Decreased construction noise.
- Shuttle service to and from additional parking.
- Parking ambassadors to help guide attendees, participants and spectators.
We plan to work with the large event organizers during construction.

We will use Wallace Marine Park to access the bridge and ramps during construction.
You can expect:
- Construction activities using large cranes.
- Tree removal next to the bridge.
- Periodic use of boat launch to deliver materials and equipment for construction on bridge.
- We need permanent easements near the pier closest to the river for new bridge columns and maintenance. Meaning the right to use these areas indefinitely.
During and after construction, we will:
- Maintain access to park and boat ramp during construction.
- Install tree protection areas to avoid large equipment from driving over critical root zones where possible.
- Provide the City of Salem compensation for landscaping and replanting trees.

The
Willamette River Water Trail passes under the bridge in the project area.
You can expect:
- Ongoing construction activities near the trail.
- Shifts in navigational route, or where boats can move.
- Access to the boat ramp in Wallace Marine Park during construction.
- Access maintained for river users during construction.
