I-84 McCord Creek Bridge Replacement

Construction Phase

Region 1: Portland metro and Hood River County (Multnomah)


​​​​​​​​​​​​​​​​​​​We are replacing the aging bridge that carries I-84 east over McCord Creek near Warrendale. Replacing the bridge will eliminate a dip in the roadway and increase safety, earthquake resilience, and the lifespan of the highway.

Impacts

Traffic Impact

Current Traffic Impacts: 
  • One travel lane in each direction is closed until fall 2026. Both directions of traffic are sharing the westbound bridge over McCord Creek while crews work to remove and rebuild the eastbound bridge.​
  • The NE Frontage Rd on-ramp to eastbound I-84 at the Elowah Falls Trailhead parking lot is closed throughout construction. Travelers accessing eastbound I-84 from NE Frontage Road must detour to the on-ramps at Ainsworth State Park (exit 35).​​
  • The Historic Columbia River Highway State Trail is also closed for around two-months with shuttle service between John B. Yeon and Toothrock Trailheads. Details about the shuttle service are in the "About" section below.

Construction Impacts

One travel lane in each direction and the NE Frontage Rd on-ramp to eastbound I-84 are closed until fall 2026. Both directions of traffic are sharing the westbound bridge over McCord Creek while crews work to remove and rebuild the eastbound bridge. In summer through fall 2026, the eastbound and westbound bridges will be open but one lane in each direction will remain closed.

The Historic Columbia River Highway State Trail is also closed for around two-months with shuttle service between John B. Yeon and Toothrock Trailheads.

Tips for Traveling Safely in Work Zones​
  • Orange is your cue! Pay attention when you see orange signs, barrels, cones and barricades.
  • Obey all speed signs for your safety and the safety of others.​
  • Expect delays—plan for them—and leave early so you can drive safely through the work zone.
  • Allow extra time when traveling and follow all signs and flaggers for safety.​​​​
Use zipper merging when approaching closed lanes to reduce backups​“Zipper” merging is when drivers remain in their current lane until the lane ends so vehicles can take turns merging. This allows drivers to use all the available space in each lane while reducing backups. It also promotes merging at slower speeds to reduce the chance of a crash. Crossover traffic and NE Frontage Rd on-ramp closure (March 2026 through summer 2026)

In summer through fall 2026, the eastbound and westbound bridges will be open but one lane in each direction will remain closed until fall 2026. The NE Frontage Rd on-ramp to eastbound I-84 at the Elowah Falls Trailhead parking lot will also remain closed. 

Historic Highway State Trail Closure (spring 2026 through summer 2026)
The nearby Historic Columbia River Highway State Trail is closed for around two-months with shuttle service between John B. Yeon and Toothrock Trailheads.

Temporary shuttle service is available for pedestrians and bicyclists using the trail throughout the closure. The shuttle is ADA-accessible and has capacity for three bicycles. Plan for delays when using the shuttle. 
  • Shuttle Pickup/Dropoff Locations: The Elowah Falls Trailhead and Toothrock Trailhead.
  • Shuttle Schedule: The shuttle operates around the clock (24 hours a day, 7 days a week). Service will be available every 30 minutes between 8am and 8pm, and once every hour between 8pm and 8am.
  • Limited Bike Capacity: The shuttle has limited space for up to three bicycles at a time. Larger groups need to plan other alternatives to travel around the closure. Bicyclists and pedestrians must take the shuttle and are not allowed to use this segment of I-84 while work is underway.​

How did we determine the detours are the minimum necessary to complete construction?
We evaluated six construction options. All required months of traffic impacts on I-84 and the Historic Highway State Trail. Ultimately, we selected the option that offered the lowest construction risk, highest durability, fewer traffic and trail impacts, and lower cost. 

Crews, cranes and other construction equipment will need a large work area to remove the existing bridge and construct the new bridge. Both directions of traffic are sharing the westbound bridge for around four months while crews work to remove and rebuild the eastbound bridge.

Benefits

The existing eastbound bridge is aging and in poor condition with ruts and bumps. There are also limited routes available to efficiently travel around the bridge if it were ever damaged during an earthquake. 

The new bridge will meet current design standards, which will increase the lifespan of the highway and protect public safety by allowing it to better withstand an earthquake​.
