Cornelius Pass Hwy & U.S. 30 ITS Improvements

Construction Phase

Region 1: Portland metro and Hood River County (Various Cities, Multnomah, Washington)

We're making Cornelius Pass (Highway 127), between U.S. 26 and U.S. 30, safer and more efficient. We're upgrading lighting, signal equipment and signage, and adding new intelligent transportation system (ITS) devices, including traffic cameras, variable message signs and an activated intersection warning system, to bring the corridor up to our latest standards.

Impacts

Traffic Impact

Construction activities are purposefully planned to minimize disruptions for travelers. During construction, travelers can expect:

Temporary Lane Closures - Signal work at the Skyline Boulevard intersection and lighting work along Cornelius Pass Highway will require single lane closures to complete the improvements.
Overnight Work - Any construction activities that require lane closures will happen overnight from 9:00 p.m. to 5:00 a.m. to take advantage of lower traffic volumes to reduce traveler delays.
Flagging at Signals - Flaggers will be on-site during active overnight construction to safely direct traffic around the lane closures.
Community Coordination - The project team is actively working with nearby schools and sports teams to coordinate construction activities during times that are the least likely to impact games, practices, and student pick-up and drop-off.
Shoulder Closures - Temporary shoulder closures may be utilized during various construction activities that occur just off the roadway, but are not expected to impact travel throughout the project area.

Construction Impacts

Total project construction is expected to run from July 2026 through November 2026 in the following phases:

U.S. 30 (late July – late September 2026) - Construction on U.S. 30 begins late July 2026 and is expected to finish by the end of September 2026. Because construction impacts are expected to be minimal, crews will work during the day and a traffic control plan will direct travelers away from construction activity.
Cornelius Pass Highway Near U.S. 26 (following U.S. 30 completion) - Installation of the new VMS will take place behind the sidewalk and is not expected to disrupt traffic. Construction equipment will be stored nearby Cornelius Pass Mini Storage, but will not block business access.
Cornelius Pass Highway (ongoing throughout construction) - Crews will replace road markers and other improvements along Cornelius Pass Highway as construction crew capacity allows.

Schedule

Late July - September 2026: Construction on U.S. 30
September - November 2026 (following U.S. 30 completion): Construction on Cornelius Pass Highway near U.S. 26
July - November 2026: Minor construction work at various points along Cornelius Pass Highway, as crews are available
November 2026: Construction expected to be completed

Timelines are estimated and will be updated throughout the course of the project.

The estimated project cost through construction is $4 million via funding from the Enhance and Fix-It programs.

Benefits

We're making the following improvements to bring traffic equipment up to our current standards:

New Variable Message Signs (VMS) - New and upgraded VMS throughout the project area will enhance communication by providing real-time updates on the corridor, allowing us to communicate more effectively with travelers. Locations include:

New VMS on Cornelius Pass Highway near the U.S. 26 off-ramp.
Upgraded VMS on U.S. 30 eastbound, just east of Cornelius Pass Highway, will be replaced with a modern system.
New VMS on U.S. 30 westbound, just east of Cornelius Pass Highway, will be added.

Updating Existing Traffic Signal Heads - Adding new signal heads with reflectorized backplates to all signals to improve visibility for travelers.
Updating Existing Streetlights - Upgrading streetlights to LED bulbs to improve visibility and pedestrian safety.
New Cameras - Adding new cameras to enhance system operations and give travelers real-time road updates through TripCheck.com, our traveler information portal.
New Activated Intersection Warning System - Installing a flashing beacon on Cornelius Pass to alert drivers to cars entering the road from Skyline Boulevard. This system improves safety for everyone without changing how the intersection works.
Replacing Road Markers - Adding new road markers along the corridor to enhance nighttime visibility, helping drivers better navigate the road.
Updating Signs - Updating signs along the corridor to improve visibility.
