OR 99E (McLoughlin Blvd.) Pedestrian Improvements: SE Risley Ave. to W Arlington St.

​​ODOT is improving pedestrian safety on OR 99E/McLoughlin Blvd between SE Risley Ave and W Arlington St. Two new enhanced crossings will be installed at SE Risley and Meldrum Avenues. The project also builds sidewalks with ADA-compliant curb ramps in places there are none, and rebuilds the traffic signal at W Arlington St.

About

ODOT is improving pedestrian safety on OR 99E/McLoughlin Blvd between SE Risley Ave and W Arlington St. Two new enhanced crossings will be installed at SE Risley and Meldrum Avenues. These include rapid flashing beacons, illumination and pedestrian push buttons. The project also builds sidewalks to eliminate gaps and rebuilds the traffic signal at W Arlington St. Some curb ramps and driveways will be rebuilt.

Cost and Funding

$13.7 million for design and construction from these funding programs: ARTS, SW Strategic Investments, Fix-It SW SWIP Bike Ped, HB2017, Fix-It Region 1 .

Benefits

This project improves safety by adding two enhanced crossings, eliminating sidewalk gaps and bringing the signal at W Arlington St. up to current standards. Pedestrian activated beacons can reduce crashes between vehicles and pedestrians by up to 47% according to the Federal Highway Administration.

What Problem Will This Improve?

OR 99E has five lanes with a 40 MPH speed limit for 26,300 daily vehicles on average (2024) and has sidewalk and crossing gaps. ​​We worked with the community and gathered feedback that identified this location as a safety priority. There were over 4​00 crashes in this corridor 2018 to 2022 and 75% of 6 fatal crashes involved a pedestrian or person riding a bike.
