I-84: Farewell Bend - N. Fork Jacobsen Gulch

We are repaving 16 miles of I-84 and rebuilding approaches that connect I-84 to the Olds Ferry Interchange Bridge at milepost 356. We will update the weigh-in-motion system at the Farewell Bend Port of Entry (POE). Other project elements include installing lights at chain-up areas, adding new variable message signs, and upgrading guardrail.

Impacts

Traffic Impact

All traffic has been moved to the westbound side of I-84 between Exit 353 and Exit 356.
Drivers may see:

Daytime shoulder closures on I‑84 in both directions between mileposts 352.5 and 356.5.
Additional work is planned in the median between mileposts 359-361 - expect shoulder closures in both the eastbound and westbound lanes.

Ramp closures:

Eastbound off-ramp and eastbound on-ramp at I-84 Exit 356 are closed. This closure is expected to be in place through October 6th, 2026.

Construction Impacts

To safely accommodate work on I-84, we are using crossovers to shift traffic onto the opposite lanes when one side of the highway is closed for work.

Crossovers:

Maintain traffic flow and minimize disruptions during lane closures.
Protect workers from live traffic.
Provide access for construction vehicles or emergency services.

Schedule

For the week of July 20:

Crews are now working in the closed eastbound lanes between Exits 353 (Huntington, Farewell Bend) and 356 (OR 201).

Work will also take place in the median of I-84 between mileposts 359-361.

Ramp closures:
Exit 356 eastbound off-ramp and eastbound on-ramp are now closed for paving and other maintenance. This closure is expected to be in place through October 6th, 2026.

This is a two-year project with a scheduled completion by Oct. 31, 2027.

About

This section of highway was paved in 2003. Due to its age, the pavement now requires extensive repairs. If left unaddressed, this section will continue to deteriorate. Poor pavement leads to frequent and costly maintenance, decreases safety, increases vehicle operating costs, and results in higher repair costs in the future.

We will update the weigh-in-motion system at the Farewell Bend Port of Entry (POE) by replacing sensors in the pavement. We will also install a new weigh-in-motion system with a signal on the ramp.

This system will significantly reduce the number of vehicles that need to be weighed at the POE, thereby alleviating congestion on I-84. Commerce and Compliance Division (CCD) Enforcement will be able to efficiently process more vehicles.

Other project elements include:

Addition of variable message signs.
New westbound chain-up area lighting.
Guardrail upgrades.

Location

I-84 |

Between milepost 352, at the Baker/Malheur county line, to milepost 368, 3.5 miles northwest of Exit 371 to Stanton Boulevard.

U.S. 30 | Mileposts 10.5 to 11, at the Farewell Bend Port of Entry.

Cost and Funding

The project is estimated to cost between $40 million and $42 million.
