I-5: North Umpqua River and CORP Northbound and Southbound Bridges (Winchester)

Construction Phase

Region 3: Southwestern Oregon (Roseburg, Douglas)


​​​​​​This project will repair both I-5 Winchester Bridges, resurface the travel lanes, reconstruct joints, upgrade bridge rails and add protective screening.​

UPDATE (June 12, 2026) – On weeknights throughout June, southbound I-5 will be limited to a single lane of 10’0” in width from Sunday night to Friday morning, 6 p.m. to 7 a.m. Southbound wide loads are advised to depart I-5 at Exit 129, detour onto Del Rio Road and Garden Valley Road/Blvd. and return to I-5 at Exit 125. At other hours and on weekends, southbound I-5 is restricted to 14’10” in width. Follow signs indicating which lane to use; the traffic pattern will change throughout the project. 

Watch for concrete barriers separating the southbound travel lanes. ​The speed limit will be reduced to 50 mph in the southbound direction of I-5 through the work zone. Drivers are encouraged to slow down, drive with caution, and watch for workers and construction vehicles.

During this construction phase, both northbound lanes will remain open.



Impacts

Construction Impacts

​Construction sequence: This project will repair both I-5 bridges (northbound and southbound) over the North Umpqua River. Traffic will only be impacted on one bridge at any given time. Construction will continue for about two months on the first bridge, then the contractor will move to the other bridge.

Nighttime lane closures: When construction is taking place on a bridge, concrete barrier will be in place 24/7 between the two travel lanes. Both lanes of traffic on this bridge will be open during the daytime, but traffic on the bridge will be limited to a single lane at night (6 p.m. to 8 a.m.). 

Width restrictions: For approximately six weeks, southbound traffic will be restricted to 14’10” during daytime and 10’0” at night. For another six weeks, northbound traffic will be restricted to 14’0” during daytime and 9’8” at night. ​

Wide load detour: A nightly detour will be available for wider loads. Trucks can travel between I-5 Exit 129 and Exit 125 along Del Rio Road and Garden Valley Road/Blvd. This route can be used for both northbound and southbound I-5 traffic.

Nighttime ramp closures: The southbound on-ramp at Exit 129 (Del Rio Road) will be closed to all traffic at night for about three weeks. The ramp will be restricted to trucks over 14’ wide during daytime, and closed to trucks over 10’ wide at night for another three weeks.


Schedule

​The project bid on Jan. 15, 2026. 

Construction began in May 2026. 

All work is scheduled for completion by Sept. 30, 2026.

​Interstate 5, milepost 128.92 (Winchester community, north of Roseburg).

The bridges are located just south of the Interstate 5 Del Rio Road interchange (Exit 129), which serves Umpqua Community College and several local businesses. 

The bridges span the North Umpqua River, CORP railroad tracks and Amacher Park. 

 

Traffic cameras

Two TripCheck​ traffic cameras are located at Interstate 5 Exit 129 (Del Rio Road/UCC interchange), about 2,000 feet north of the work zone. One camera points south at the I-5 North Umpqua River (Winchester) Bridges. The other camera overlooks the southbound ramps of the interchange.

Cost and Funding

Estimated project cost through construction: $15,702,000.00.

Successful bid amount: ​$5,184,949.77 (Jan. 15, 2026, Carter & Company, Inc.)

What Problem Will This Improve?

​Both I-5 bridges spanning the north Umpqua River have extensive damage. This includes chloride contamination of the decks and travel lanes, requiring numerous patches. Some areas have exposed reinforcing and show signs of delamination and cracking.

What is the solution?

The project will construct a structural overlay, reconstruct expansion joints, retrofit bridge rail to meet current standards, and install protective screen on interior railings of each structure.
