I-84: (Multi-Use Path) Jordan Road Tunnel - Sandy River Delta

​​​​We're building a new multi-use path parallel to Jordan Road from the pedestrian tunnel under I-84 to the Sandy River Delta, increasing safer connections for people who walk, bike or roll.​


Impacts

Traffic Impact

During construction, travelers, including pedestrians and bicyclists can expect:

  • No lane closures are planned on I-84. 
  • The I-84 westbound exit ramp to Sandy River Delta (Exit 18) may experience some delays due to flagger control on Jordan Road.
  • Daytime periodic single lane closures on Jordan Road, with flaggers directing traffic as needed. 
  • The path parallel to Jordan Road in the work area is closed during construction. Please use alternate routes.
  • The pedestrian and bicycle tunnel under I-84 will remain open during Phase 1 (main path construction) but will temporarily close during Phase 2 (construction of the path connecting to the tunnel).
  • Existing, designated trails will remain open other than the area under construction.
  • The parking lot for the Sandy River Delta recreational area will remain open. 

Construction Impacts

Construction will occur parallel to Jordan Road between the I-84 pedestrian tunnel and the Sandy River Delta.  

The path parallel to Jordan Road near the Sandy River Delta and Thousand Acres Park is closed during construction.

Daytime periodic lane closures under flagger control are expected on Jordan Road. 

This area is an active construction zone. For safety reasons, pedestrians, hikers and bicyclists are not allowed through the work areas. Please use caution; use alternate routes.

Schedule

​Construction started in spring 2026 and continues through late summer 2026. The project schedule is subject to change.

About

​This project will construct a new multi-use path parallel to Jordan Road between the I-84 pedestrian tunnel and the Sandy River Delta.  The path connects to the existing pedestrian and bicycle tunnel underneath I-84 and will provide a paved, designated path for visitors walking, biking or rolling into the Sandy River Delta.

Benefits

​The new paved multi-use path will create a safer connection to the existing 40-mile trail system, replacing the unimproved gravel path.

Over the next several years, we have many construction projects planned on I-84 between I-205 and Hood River, and on the Historic Columbia River Highway between Troutdale and Hood River.
