North Powder/Richland/Halfway Curb Ramps

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​We are upgrading curb ramps in North Powder, Richland and Halfway to meet Americans with Disabilities Act standards.​​


Impacts

Traffic Impact

North Powder:
Sidewalk, lane and/or shoulder closures.
Watch for flaggers, cones and signs.
Access to businesses will remain open during construction.
All pedestrians will have access through or around work zones.​

Meetings and Events

​We met with city councils in November 2024 to provide project updates. The public was invited to attend.
  • North Powder: Monday, Nov. 4, 7-9 p.m.
  • Halfway: Thursday, Nov. 14, 5-7 p.m.
  • Richland: Friday, Nov. 15, 3:30-5:30 p.m.​

Schedule

For the week of March 23:

​North Powder: Crews will be setting up traffic control and temporary signs, and saw cutting existing corners to begin replacing ramps. Work in North Powder is exptected to go into early June.

Summer 2026:​
  • Halfway: work is tentatively scheduled for June and July.
  • Richland: work is tentatively scheduled for late July into September.
​The project is scheduled to be completed October 2026.

About

We are upgr​ading curb ramps in Baker and Union counties as part of a larger effort to meet current ADA standards.

These improvements mean increased safety and more seamless access for people who walk, bike or roll.
Benefits include:
  • Upgrades to existing curb ramps and pedestrian signals.
  • New ADA-compliant curb ramps and pedestrian signals where there are none.

The estimated construction cost is $6.3 million.​
