The report template provides a recommended format for Sponsoring Jurisdictions to use when collecting required reports from project applicants/developers. Sponsoring Jurisdictions may also choose to develop their own templates, so long as they meet the requirements of SB 1537 (2024), as amended by SB 48 (2025).
Annual developer report requirement (SB 1537, Section 34)
If you’ve received grant under the Moderate-Income Revolving Loan (MIRL) program, you must send a report to the Sponsoring Jurisdiction (the city or county where your housing project is located) by June 30 each year while the Grant Agreement is active. Your report must include:
- Status of the construction or conversion of the housing project, including an estimate of the date of completion
- Itemized description of the uses of the funds
- Any information the Sponsoring Jurisdiction considers important for evaluating the housing project and the developer’s performance under the terms of the grant agreement
Sponsoring Jurisdictions can customize this template before sharing it with project applicant/developers. The Sponsoring Jurisdiction will need to determine:
- How project applicants/developers will submit their reports
- How the Sponsoring Jurisdiction will ensure developers meet this reporting requirement
Sponsoring Jurisdictions must collect annual project applicant/developer reports starting the year the grant agreement goes into effect. This continues every year until the grant agreement is terminated or expires. The project applicant/developer reports will inform the annual report that Sponsoring Jurisdictions must submit to OHCS.
