Oregon's Bottle Bill: Non-Redeemable Beverages

There is never a refund value on beverages in cartons, foil pouches, drink boxes, or metal containers that require a tool to be opened.

The following beverages are NOT INCLUDED even if they are in glass, metal, or plastic bottles or cans:

  • Distilled spirits, including spirit based cocktails in a can
  • Milk (dairy and plant‐based), but only if milk is listed as the first ingredient
  • Infant formula
  • Liquid meal replacements, such as Slimfast, Boost, Ensure, and Pediasure
  • Concentrated beverages
    • Lemon/lime juice (whether concentrated or not)
    • Frozen juice concentrate
    • Concentrated coffee/tea
    • Concentrated cocktail mixers
  • Syrups/flavorings
    • Triple sec
    • Grenadine
    • Bitters
    • Shrubs
  • Coffee creamers
  • Non‐beverage foods:
    • Condiments (like soy sauce)
    • Olive oil
    • Vinegar (except for beverages that are specifically called drinking vinegar)
  • Growlers
  • Wine in a container other than a can (Wine includes several categories including but not limited to: Table/Still, Sparkling/Champagne, Fortified/Vermouth, Cider more than 8.5% ABV, Spritzers and Sake. A can is a cylindrical metal container and does not include glass or plastic.

The Oregon Legislature has given the OLCC authority to administer and enforce the Bottle Bill. The OLCC is dedicated to the success of the Bottle Bill by working with distributors, retailers, redemption centers, and consumers to make sure they are complying with state laws. It is the OLCC’s responsibility to implement the legislature’s changes and to provide excellent customer service to the public and our stakeholders throughout implementation.
