Veterinary Applications

How to Apply for Veterinary or Certified Veterinary Technician Licensure in Oregon:

 

Step 1: Submit Your Online Application

Applicants must apply through the Self Service Portal by selecting “Applicant Portal." First time users should click “New User? Apply Now" to receive a temporary password. Once logged in, you may begin and complete the application. After submission, Board staff will review the application and send a follow-up email with the JPE/RDT examination and related instructions.

  • Veterinarian- $112.50 (examination) due at time of application. After Board staff reviews the application, an additional $225.00 license fee will be applied to the applicant's invoice.
  • Certified Veterinary Technicians- $52.50 (license + examination) due at time of application.

 

Applicants without a social security card must submit this required affidavit.

 

Step 2: Complete the Oregon Jurisprudence Exam and Regional Disease Test (JPE/RDT)

Applicants must pass the JPE/RDT. These exams are based on the Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OAR) and are open book. Applicants must achieve a minimum score of 95% on the JPE and 100% on the RDT to successfully pass. A link to the Oregon Veterinary Practice Act can be found here.

 

Step 3: Submit Required Documentation

Applicants must email all required documentation to the Board's email address at ovmeb.info@ovmeb.oregon.gov.

  • Proof of Graduation from an AVMA accredited program. This may include a copy of the college diploma or official transcripts sent directly from the school, or a letter from the graduate's school verifying satisfactory graduation. It is the applicant's responsibility to request that proof of graduation be sent directly to the Board. Applicants are responsible for any fees charged by the school for transcripts.

    Alternatively, graduates of an unaccredited veterinary school, must submit proof of completion of all requirements of the Education Commission for Foreign Veterinary Graduates (ECFVG) program or the Program for the Assessment of Veterinary Education (PAVE).

     
  • National Exam Scores: Applicants must have passed the NAVLE or NBE/CCT (veterinarians) or VTNE (certified technicians). Official scores must be sent directly from the AAVSB; copies submitted by the applicant will not be accepted.

    If you have not yet taken the National Exam: 
  • To register for the NAVLE, candidates must apply through the International Counsel for Veterinary Assessment (ICVA). Register for the NAVLE https://www.icva.net/navle/

  • License Verification/Letter of Good Standing from all professional healthcare licenses they have ever held, regardless of status (active, expired, inactive, lapsed, etc.) Verifications must include all relevant dates, as well as any disciplinary actions or similar notations. Verifications must be sent directly from the issuing state board. Online verifications are only accepted if they are time-stamped for authenticity. Verifications cannot be more than 90 days old at the time the Oregon Board issues the license.

    Please note: A copy of a license is not a sufficient form of verification and will not be accepted.

Step 4. Final Review and Approval

Once all required documentation has been received, Board staff conducts an internal background check. The application packet is then reviewed and finalized by the Board Director. This process typically takes 5-7 business days. 



To apply to become a Certified Euthanasia Technician in Oregon, you must:

1.  Apply for a CET Intern License: (1) Applicants must first apply as a CET Intern in order to obtain the training required for a permanent CET certificate. CET Interns may not act independently but only under the immediate supervision of a CET or Oregon licensed veterinarian. The intern certificate will expire within one year of issue date and does not renew.

  Online Facility Registration 

To register your Facility online:

  1. The Managing Veterinarian must log on to their personal portal
  2. Click on Facility Application
  3. Click on New Application
  4. Print a copy of the application and submit the signed certification and completed, signed pharmacy self-inspection checklist.

Note: A change of address and a change of ownership requires a new facility license. Follow steps above to complete this. If there is a change of Managing Vet (MV) the outgoing and incoming MV must submit an e-mail to ovmeb.info@ovmeb.oregon.gov indicating the change. No fee is required for a change of MV.
