Banking with Treasury

Thank you for your interest in banking and cash management services at the State Treasury. The State Treasurer is the banking and cash management officer for the state. Our mission for this purpose is “Improving Oregon government’s and citizens’ financial capabilities through protecting public funds and delivering customer-focused cash management solutions.”

Banking services are provided exclusively to state agencies and certain public universities. Short-term investment activities are available to state agencies, public universities, and local and Tribal governments. By state law, Treasury does not provide these services directly to members of the general public.

Treasury manages more than 15 million such financial transactions annually - totaling more than $200 billion in calendar year 2018.

The division also protects government deposits at qualified commercial banks and credit unions. Learn more about the Public Funds Collateralization program here.

State Agency and Public University Services

  • Maintains accounts for, and communicates financial information to, state agencies and certain public universities, as well as to financial partners and stakeholders.
  • Provides depository and check/warrant redemption services.
  • Provides electronic payment products and services, including: wire transfers, Automated Clearing House (ACH) transactions, book transfers, prepaid cards, merchant card acceptance, and more.
  • Operates the Short Term Fund as a short-term cash investment vehicle.
