The Oregon Investment Council oversees the investment and allocation of all State of Oregon trust funds, including the Oregon Public Employees Retirement Fund, the Common School Fund, and the State Accident Insurance Fund.
Council members are fiduciaries. Four members are appointed by the governor, and two are ex officio members: The State Treasurer and the director of the separate agency that administers the Public Employees Retirement System.
The Council meets eight times annually. Meetings are open to the public, and public comment can be submitted to
OIC.PublicComments@ost.state.or.us.
The deadline to submit written public comments for inclusion in the meeting packet is 12 p.m. the Wednesday prior to the scheduled Council meeting. All submissions received after the deadline will be added to the meeting packet of the next scheduled meeting.

Oregon Venture Fund
|
Alline Akintore is a Partner at the Oregon Venture Fund, an early-stage venture capital fund that invests in startups and growth companies throughout Oregon and SW Washington. In her role, Ms. Akintore leads the fund’s due diligence and research activities into prospective investments. Prior to joining the Oregon Venture Fund, Ms. Akintore’s professional experiences span the globe, having worked in venture and impact investing in the Bay Area, and with organizations in Rwanda, South Korea, and the United States. She holds degrees in Electrical Engineering from Oklahoma Christian University and the University of Pennsylvania and earned an MBA from Stanford University. Ms. Akintore’s appointment by Governor Tina Kotek was confirmed by the Oregon Senate on June 16, 2023. Her current term expires June 30, 2027.

|
Pia Wilson-Body, the former President of the Intel Foundation, played a crucial role in shaping its global impact and mission. She holds a bachelor’s degree from Spelman College and led numerous nonprofit boards. Notably, she chaired the YWCA’s USA Board of Directors and the historic Center of Women Leadership in Oregon. Currently, she serves on the Oregon Historical Society’s Trustee board and as a Senior Fellow at Murdock Trust. Ms. Wilson-Body’s appointment by Governor Brown was confirmed by the Oregon Senate on September 21, 2022. Her current term expires June 30, 2028. |

Tim Miller |
Oregon Business for Climate

Tim Miller brings decades of executive, non-profit, and Board experience to his work at the nexus of business, climate policy, and equity. Prior to leading Oregon Business for Climate, Miller served as the CEO of Enhabit, helping over 6,000 families improve the energy efficiency of their homes. Previous work includes strategic consulting for over 30 non-profits, agencies, and clean-tech companies, as well as high-tech and low-tech industry roles at Intel, CitySearch, O’Neill, and others, in manufacturing and operations, marketing, sales, and general management. Tim has served as Chair and Treasurer on multiple Boards. He earned his MBA and BA (economics), both with honors, from Stanford University
Mr. Miller’s appointment by Governor Tina Kotek was confirmed by the Oregon Senate on January 23rd, 2026. His current term expires January 22nd, 2030.

M.J. Murdock Charitable Trust

Elmer leads the investment team and works with the Trustees in managing the M.J. Murdock Charitable Trust’s investment portfolio. Previously he held capital markets roles at EY Capital Advisors, Lehman Brothers and Morgan Stanley. Currently, Elmer serves on the advisory committees of several alternative investment funds. He also participates as a board member of several nonprofits, foundations and other organizations focused on strategy, finance, and leadership development. He holds an MBA, MS and BS from Columbia University. Mr. Huh’s appointment by Governor Tina Kotek was confirmed by the Oregon Senate on January 23rd, 2026. His current term expires April 18th, 2029.

Elizabeth Steiner |
State Treasurer (Serves by Position)

Elizabeth Steiner is Oregon’s 30th Treasurer. She is the first woman and first physician to hold this office. Born in New York and raised in Massachusetts, she moved to Oregon in 1991 for her family medicine residency at OHSU. Within in six months of arriving she knew Oregon was home and has been here ever since. Elizabeth served in the State Senate for thirteen years prior to being elected Treasurer. She served as Senate Co-Chair of the Joint Committee on Ways & Means for six years, gaining expertise in managing the state’s budget, engaging in economic development across the state, and working closely with Treasury regarding bonding. Her policy work focused on upstream public health including raising the legal age for tobacco & e-cigarettes to 21 and creating the nation’s first universally-offered home visiting program for families with new babies. As a family physician Elizabeth knows that financial security is critical for good physical and mental health. She is excited to help more Oregonians achieve better health by building financial security through financial empowerment programs and use of various savings programs offered through the Oregon Treasury. The State Treasurer is a voting member of the OIC per ORS 293.706(4). |

Kevin Olineck |
| Director, Public Employees Retirement System (Serves by Position) |
Mr. Olineck was appointed the Director of the Public Employees Retirement System (PERS) effective July 16, 2018. He is responsible for administration of the statewide retirement system serving more than 347,000 members, retirees and beneficiaries. Prior to joining PERS, Olineck was a senior executive with British Columbia Pension Corporation as well as Alberta Pension Services, two of the largest public sector pension administrators in Canada. Olineck has a degree in Public Administration from the University of Saskatchewan, his Certified Employees Benefits Specialist (CEBS) designation as well as his Institute of Corporate Governance, Directors (ICD.D) designation. The Director of the Public Employees Retirement System is an ex-officio member of the OIC with no voting power, per ORS 293.706(5).
