The Oregon Municipal Debt Advisory Commission (MDAC) is responsible for providing technical assistance to local governments and state agencies and improving the market for bond issues in Oregon. This web page is intended to be a source of expanded information for bond issues in Oregon.

The Tax Cuts and Jobs Act adopted by Congress and signed into law eliminated the ability of municipal issuers to conduct tax-exempt advance refundings of their outstanding tax-exempt bonds as of January 1, 2018. OAR 170-062-0000 governs OST's responsibility for advance refunding and current forward refunding reviews and approvals described in "4. Types of Debt Instruments".
