Agency Update
 PEBB is seeking new ways to support agencies, universities and members within the constraints of the new budget. These periodic updates will let you know of plans and changes. We look forward to your ideas and feedback along the way.

Staff. PEBB lost two analyst positions this spring, and the 2009-11 budget does not bring them back. You can continue to access in-depth benefit expertise through Nancy Bedell, Amy Boughton, Sandy Johnson, Miriam Martinez and Sharon Sheehan. Larie Nicholas provides backup. Isabel Joslen continues to manage pebb.benefits, and Bobbie Barott continues to manage plan design.
Pebb.benefits. The State Data Center is moving pebb.benefits to a new, higher-performance server with greater reliability and energy efficiency. This will improve response time, and allow for growth of the database and fine-tuning of the application. Thanks to OSU, U of O, DHS and ODOT for user testing.
Phone System. Staff is investigating new options for caller-selected messages. We’ll script brief clips around agency input and member questions, and will program the system for more user control. Our goal is to make more staff time available for complex issues while still responding to daily inquiries.

Enrollment Process


Enrollment is required this year.
Eligible employees must enroll online for a medical plan during Open Enrollment in October. This includes opt out. Staff is working on adjustments to pebb.benefits, administrative processes and communications. The July newsletter will inform employees of this requirement.
 Provision of SSN. PEBB sent a memo to agency heads in June on requiring Social Security numbers (SSNs) in member records. Since then, the federal government has clarified requirements. This means PEBB will not require SSNs in the database. Pebb.benefits will not collect or house SSNs.
Paper Enrollment. Beginning August 1, PEBB requests that agencies process all paper forms submitted within the 60-day enrollment window (except for FSA forms). Staff will document receipt of forms before forwarding them to the member’s agency for action.
Enrollment Audit. Before Open Enrollment, staff from The Standard Insurance Company and PEBB will work with the payroll systems to audit enrollments in optional life insurance. The audit will sort out any differences on enrollment and coverage.

2010 Plans
Plan Designs. The Board has made no changes to plan designs (what is covered and at what level). This applies to both core and optional benefits for 2010. Review a summary of 2010 medical plans through the Portal Page:
Statewide Plan. Providence Health Plans, which will administer PEBB’s Statewide Plan, continues to broaden and refine the plan’s network. Staff updates information through on the Portal Page weekly.
Kaiser Added Choice: Staff is working with Kaiser Permanente on plans to communicate individually with those currently enrolled in the Added Choice plan. The Board will not offer this plan next year.
Rates: The Board has published rates for 2010 medical and dental plans. You can view them online through the 2010 Portal Page: www.oregon.gov/sites/DAS/PEBB/StatewidePortalPage.page.

Flexible Spending Accounts

 Midyear Enrollment and Changes. Beginning August 1, PEBB staff will process all FSA enrollment and change forms. Agency and university staff will no longer be able to process them in the benefit system; they will need to send these forms to PEBB. Look for details in July.
Qualified Reservist Distribution. Agency employees who have a healthcare FSA and are called to duty may apply for a qualified reservist distribution. Read details in the summary plan description: www.oregon.gov/DAS/PEBB/docs/SPD/subsections/QRD.pdf.

Prepayment Before Protected Leave. Employees have requested a way to prepay contributions to their healthcare FSA prior to leave through FMLA, CBIW or active military duty. Staff is exploring options.

Administrative Rules
Staff continues to smooth rough edges around some administrative rules. Interested parties will receive promulgation notice by October 1. To add your name to the interested parties list, please e-mail cherie.m.taylor@state.or.us. The Board welcomes your comments and suggestions.
