Post Open Enrollment
 
Congratulations to all on a successful Open Enrollment. Through your efforts, 98 percent of all PEBB-eligible employees enrolled for benefits in October.
 
As a reminder, the Member Open Enrollment module closed October 31. The Agency Open Enrollment module closes at midnight November 12.
 
Many in the two percent who failed to enroll during Open Enrollment will seek assistance when they become aware of adverse consequences. Please remember that PEBB administrative rules do not allow Open Enrollment actions to be completed after Oct. 31, 2010.  Do not process any paper forms date stamped, fax-dated or postmarked after Oct. 31, 2010, to ensure equitable treatment of all members and for internal controls.
 
Employee Requests. Following is guidance for employee requests for assistance after the close of Open Enrollment.
 
Correcting Errors.  Employees may correct errors they make during Open Enrollment using the attached Correction Form, which is also available on the PEBB forms page http://www.oregon.gov/DAS/PEBB/forms.shtml.  They may not use an enrollment form for this purpose – only the correction form. Examples of enrollment errors: enrolling in a dependent care FSA when the intention was to enroll in a health care FSA; inadvertently cancelling optional life insurance coverage. Correction of an enrollment error received by the agency by Dec. 31, 2010, becomes effective Jan. 1, 2011.
 
Remedying Loss of Dependent Coverage. If an employee failed to enroll during Open Enrollment, the employee’s currently covered eligible family members (spouse or domestic partner and children) will lose coverage beginning Jan. 1, 2011. These employees may use the Remedy Form to remedy this impending loss of coverage. The form is attached and will be available on the PEBB Forms page beginning November 15. Employees must submit the form to their agency by Dec. 31, 2010.
 
Adding Dependents to Coverage. Employees may add dependents to coverage in 2011 when they experience a midyear change that allows a plan change. They must use the Midyear Change Form for this purpose and must submit the form to the agency within 30 days of the date of the event. The allowed change goes into effect the first of the month following agency receipt of the form.
 
Agency Actions. Following is guidance for agencies for the Agency Open Enrollment period through midnight November 12:
  • Failure to enroll during Open Enrollment is not an error. Do not accept Remedy Forms or Open Enrollment Correction Forms to make Open Enrollment selections.
  • Agencies may process only Open Enrollment forms that are postmarked, date-stamped or fax-dated on or before October 31. Use the Open section in the Enrollment page to process Open Enrollment forms and to make Open Enrollment corrections. Open Enrollment corrections received after November 15 must be processed with the Open Enrollment QSC.
  • Remedy forms must be processed using the Remedy Form QSC. This QSC will be available on November 15. No Remedy forms may be processed before Nov. 15.
  • Agencies have until 5 p.m. on Monday, November 6, to process affidavits, proof of other coverage, and any other documentation required for Open Enrollment only if the documents are received by November 5.
  • Midyear Change forms must be processed with a QSC in the Current section of the Enrollment page. Delete the medical and dental Open Enrollment selections in the Open section before you process the QSC. Then reinstate the Open Enrollment selections with changes in the Open Enrollment section.
PEBB will update PEBB Basic Life enrollments created through enrollment changes on November 13.

PEBB will send a detailed Agency Update on November 15, and will distribute the November newsletter November 16.
