Health Programs
 
Health Engagement Model (HEM) Program
 
The HEM program is a tool for you to use to improve your health and lower your personal health benefit costs. Good health is a goal for most people. For example, 90 percent of members say they want to lose weight or maintain their weight.
  • When you participate in the HEM program and cover yourself as employee-only or employee-and-children, you have $20 less deducted from your monthly pay for health care benefits.
 
  • When you participate in the HEM program and cover yourself and your spouse or domestic partner or your family, you have $35 less deducted from your monthly pay for health care benefits.

Tobacco Cessation Program
 
More than 65 percent of members who use tobacco say they want to quit.. The plans continue to offer full coverage for participation in the Quit4life tobacco cessation support program. When you enroll, you select your tobacco-use status.
  • If you or your spouse or domestic partner currently use tobacco, you will have $25 deducted from your monthly pay for health care benefits.
  • If you and your spouse or domestic partner currently use tobacco, you will have $50 deducted from your monthly pay for health care benefits.

If you or your spouse or domestic partner currently uses tobacco and quits using tobacco during the PEBB plan year, you can also end the associated deduction. Click here for the Tobacco-use Midyear Change form.

 
Spouse/Partner Coverage
 
When a spouse or domestic partner waives coverage through another employer's group health plan, it concentrates risks and costs in PEBB instead of spreading them more broadly. When you enroll, you select your status related to other employer group coverage available to your spouse or domestic partner.
 
If your spouse or partner waives group coverage available through his or her other non-Oregon-state-agency employer, you will have $50 deducted from your pay for spouse or domestic coverage in PEBB.
 
If your spouse or domestic partner takes that other coverage during the PEBB plan year, you have the opportunity to change your status in this program to end the deduction. See Sections 4 and 6e of the Midyear Change form available by clicking here.

NOTE: Percentage of employee premium share and any subsidies are determined by the employer or a collective bargaining.
  • Collective bargaining agreements for employees represented by SEIU and for some AFSCME groups have set the employee premium share at five percent for 2011-2013.
  • Premium share for unrepresented, management service and executive service employees in the executive and legislative branches are set at five percent for 2011-2013.

Flexible Spending Accounts
 
Flexible spending accounts (FSAs) help you save on taxes. 
 
FSAs allow you to use pre-tax dollars to reimburse yourself for qualified health care and dependent care expenses. Health care flexible spending accounts help with health care expenses not covered in your plan.
 
You enroll during Open Enrollment if you want an FSA for next year. You can't revoke your participation in these accounts after they go into effect.
