Diane Lovell called the meeting to order.
Consultant Contract
Wendy Edwards explained that PEBB submitted a request for proposal for consultant services through the Oregon Procurement Information Network on August 8, 2007, RFP #107-1328-07.  Mercer Health & Benefits and Aon Consulting submitted timely proposals for consideration Both proposals were deemed responsive and met the minimum qualifications as described in the RFP. On September 18, 2007, PEBB staff met with consultant selection committee members to present the consultant proposals, summaries and scoring instructions. Furthermore, on September 20, 2007, the consultant selection committee interviewed both proposers and subsequently finished their scoring on September 27, 2007.
The Consultant selection committee included six PEBB Board members and one PEBB staff.  The PEBB Director of Operations, Contract Administrator, Deputy Administrator and Administrator staffed the committee. There were a total of 700 points possible for this RFP, based on the following categories:

PEBB staff requests that the Board authorize PEBB staff to issue Mercer Health & Benefits an Intent to Award letter selecting them as the Apparent Successful Proposer (ASP) and begin contract negotiations. After the Intent to Award letter and notices are mailed out to all proposers, the unsuccessful proposer will have until October 16, 2007 to protest.
Rich Peppers moved to issue Mercer Health and Benefits an Intent to Award letter selecting them as the Apparent Successful Proposer for RFP #107-1328-07 and begin contract negotiations.
Sue Nelson seconded the motion.
Hearing no further discussion, the motion passed unanimously.
Diane Lovell expressed her gratitude for Aon’s work over the years, including extensive efforts toward PEBB’s Vision. Further, their willingness to participate in the transition to Mercer is deeply appreciated.
PEBB/OEBB Administrator
Twyla Lawson of the Department of Administrative Services, Human Resource Services Division served as the facilitator of the PEBB/OEBB Administrator recruitment. On August 15, 2007 the Board adopted the general hiring criteria, process and Screening/Selection Committee membership for the PEBB/OEBB Administrator recruitment. Stakeholders including the OEBB, the PEBB, the PEBB Resource Team, the PEBB Council of Innovators (COI), the Oregon University System (OUS), the Oregon Health Care Purchasers Coalition (OCHCP) and the Health Care Quality Corporation were invited to provide input into the recruitment process.
Sue Nelson explained that the Recruitment Screening/Selection Committee chose 3 finalists for the PEBB/OEBB Administrator position, and one candidate withdrew. The final interviews took place on October 1, 2007 and included as panelists PEBB and OEBB Board members, the DAS Director’s Office, and the Governor’s Office. The Recruitment Screening/Selection Committee recommends Joan Kapowich for the position of Administrator.
Bret West moved to accept the Recruitment Screening/Selection Committee’s recommendation to offer the position of PEBB/OEBB Administrator to Joan Kapowich.
Peter Callero seconded the motion.
Hearing no further discussion, the motion passed unanimously.
Jean Thorne explained she will retire on November 30. While Joan’s start date is yet to be determined, the goal is for her to begin prior to that date to allow for transition.
Diane Lovell thanked Sue Nelson, the Screening/Selection Committee, and Twyla Lawson for their time and efforts in the recruitment process.
