Action: The Board approved the May 20 and June 3, 2008 meeting minutes, with the corrections to page 6 of the May 20 minutes and page 1 of the June 3 minutes. The correct statements are as follows:
“Sue Nelson Concurred. She suggested that if Samaritan were not part of PEBB it might allow them the opportunity to make the necessary improvements and return to PEBB in the near future.”
“Sue Nelson expressed concern regarding the process the Board used to make the decision not to renew Samaritan for the 2009 benefit year.

The Board received a report with options and recommendations for utilization of the Standard Demutualization Funds.  The Board selected the option(s) to be implemented in plan year 2009.
Action: The Board approved the staff recommendation to increase the current $5,000 life insurance benefit to $25,000 for all PEBB employees effective 1/1/2009 with the following vote:

Staff presented the action plan for Samaritan Health Plans for Board review and approval.
Action: The Board approved the staff recommendation to accept the action plan for Samaritan Health Plans with any additional auditor costs to be paid for by PEBB.

Staff presented a brief overview on the action taken to allow members opting out of PEBB coverage erroneously to select a medical plan.
Action: The Board accepted the staff recommendation to approve the member-only tier of the Regence BlueCross BlueShield of Oregon full-time PPO plan as the default coverage for members who have not met PEBB’s request by June 25, 2008.

The Board reviewed an introduction and overview of the issues and process for Board decisions regarding 2009 benefit offerings, along with best and final quotes with Consultant recommendations.  The Plan document provided the frame work for decisions on the following:
  • 2009 medical, vision, dental plan designs
  • 2009 administrative plan changes
  • 2009 medical, vision, dental plan premium rates
  • 2009 medical, dental plan administrative rates (self-insured plans)
  • Approval of Retiree Plan
  • Approval of Tier Structure
  • Approval of Opt-out
  • Approval of Rural Subsidy

The Board reviewed staff recommendation for the 2009 administrative rate for PEBB operations.
Action: The Board accepted the staff recommendation to maintain the PEBB administrative fee at 0.6% for the 2009 benefit year.
