| Task Force Creates Legislation for Vehicle Road Usage Charge |

Vehicle Road Usage Charge would apply to electric vehicles in 2014
With the gas tax universally regarded as unsustainable for the state's and nation's road system - and the emergence of a new robust market for plug-in electric vehicles - Oregon's Governor, Senate President and the Speaker of the House of Representatives have asked the Road User Fee Task Force to take further steps to resolve the growing road revenue challenge.
The task force met three times in 2010 to assess the viability of a per-mile charge collection system and develop draft legislation that would impose a mileage charge system for the state of Oregon. At the final meeting on December 2, 2010, the task force agreed to key provisions of legislation to apply a Vehicle Road User Charge to operators of electric vehicles and plug-in hybrids beginning with the 2014 model year.
The task force presented the recommended draft legislation on the Vehicle Road Usage Charge to the House Interim Transportation Committee on December 14, 2010. The House committee agreed to introduce the legislation in the 2011 Legislative Assembly and did so in the form of
HB 2328 in January 2011.
Oregon's Road User Fee Task Force previously led the nation in policy development on the topic of mileage-based user fees in 2001 through 2003 while guiding the nation's first pilot project testing a collection system for mileage fees.

| Key Features of HB 2328 |
|
- Would require ODOT to apply a Vehicle Road Usage Charge (VRUC) of 0.6 cents per mile driven to operators of electric and plug-in electric hybrid vehicles of the 2014 model year.
- Would require motorists subject to the charge to report their miles driven on a periodic basis.
- Directs ODOT to establish methods for reporting vehicle miles traveled on the highway system. At least one method for collecting and reporting miles shall not involve vehicle location technology. [Editor's note: No GPS is required by this legislation.]
- A vehicle subject to the VRUC shall be equipped wtih technology capable of electronically reporting the vehicle miles traveled. Authorizes ODOT to require that electronic reporting of an odometer reading may satisfy this requirement.
- Authorizes ODOT to establish standards for technology that is capable of reporting the motor vehicle's geographic location for the purpose of differentiating between miles traveled within and outside the state.
- Unless a registered vehicle owner presents evidence that the vehicle has been driven outside the state, authorizes ODOT to assume all miles reported are driven within the state.
- ODOT may not renew the registration of a motor vehicle unless ODOT receives payment of the Vehicle Road Usage Charge.
- Allows the collection of the Vehicle Road Usage Charge through agreement with a private sector entity under the Oregon Innovative Partnerships Program.

The Road User Fee Task Force was established through HB 3946, passed by the 2001 Oregon Legislative Assembly.
Mission: To develop a revenue collection design funded through user pay methods, acceptable and visible to the public, that ensures a flow of revenue sufficient to annually maintain, preserve and improve Oregon´s state, county and city highway and road system.
