Advances the mission and goals of the State of Oregon Chemical Stockpile Emergency Preparedness Program in the Eastern Oregon OEM Office. Daily work involves major public safety policy issues that cross Federal, State, and County jurisdictional lines. Program deals specifically with off-post planning issues regarding public safety should there ever be an incident involving a chemical weapons agent release during incineration operations, which are currently underway at the Umatilla Chemical Depot. The Program Manager directly supervises CSEPP personnel, provides oversight of the conduct and implementation of the CSEPP technical planning assistance, training and exercise program. Prepares financial projections and executes the authorized annual budget for CSEPP. Manages and maintains the outdoor warning systems installed throughout the CSEPP response area. Directs meetings, conferences and councils on emergency management planning and coordination. Participates as a member of the Governor’s Citizens Advisory Commission. Prepares and presents policy recommendations and information reports for the Governor and Director of the Office of Homeland Security.

Prepares and administers CSEPP budget by projecting, scheduling, and adjusting resource needs in accordance with established FEMA goals and objectives. Determines budget priorities and coordinates reallocation with counties and FEMA. Monitors and evaluates the quality of services provided through the review of reports, statistical data, and briefings with internal and external staff. At the direction of the Program Manager, is responsible for day-to-day operations and supervision of the Eastern Oregon OEM office. Coordinates fiscal activities with other state agencies in areas of mutual concern in order to ensure compliance with established policies. Reviews and/or approves expenditures for all program levels. Represent the OEM Director and CSEPP Manager in articulating program priorities, operational concepts, budgetary processes, and policies to elected officials and staff, state and local agencies, special interest groups, the media, and the public.

Provides primary administrative support for the CSEPP Pendleton office. Establishes office procedures and forms as necessary. Disseminates program information verbally and in writing. Coordinates meetings and conferences for all levels of CSEPP personnel. Attends agency meetings to record and transcribe minutes. Coordinates travel and lodging arrangements for program staff and processes travel documents once travel is completed. Prepares, reviews and edits correspondence, documents, and reports. Sets up and maintains program files and processes mail. Arranges for office building and equipment repairs, services, and installation of new equipment. Processes orders, distributes and stocks office supplies and equipment. Performs receptionist duties, including being the primary person answering the phone and greeting visitors. Collects and processes CSEPP personnel’s time sheets.

As a part of his quality assurance duties he plans and coordinates the purchase, delivery and installation of communication Alert Notification System(s) (ANS) equipment. Evaluates contractor’s work and recommends final acceptance when projects are completed. Develops, coordinates and oversees routine maintenance and testing schedules with state agencies and support contractors. Develops and maintains a database on warehouse stock. Also maintains technical information, documentation and wire diagrams of installed equipment. Is responsible for conceptional planning and design associated with new initiatives, this includes structural analysis and compliance with regulatory requirements. Drafts and coordinates agreements, develops protocols and creates user manuals, including development and execution of training modules. Represents the state CSEPP as a technical voice for the purpose of resolving conflicts and implementing design changes.

Assists counties and local agencies with periodic updates of emergency operating procedures. Develops, conducts and evaluates exercises. Develops training objectives, course materials, and conducts needs assessments and evaluates effectiveness of training programs. Periodically updates State of Oregon plans, procedures and agreements. Prepares and submits reports and critiques of exercises and training. Coordinates the conduct of Emergency preparedness courses and maintains records of application and completion. Maintains CSEPP database of training records used for FEMA Budget and report functions. Implements and operationally manages the CSEPP training budget. Participates in national meetings and conferences. Serves as a member of various emergency management task forces and committees. Serves as a liaison to affected counties in an actual emergency.

Prepares correspondence, technical reports, estimates, marked drawings, design sketches, status reports, and schedules necessary to complete project assignments. Prepares detailed cost estimates for use in obtaining project funding, bid evaluation and project analyses. Maintains accurate records on databases, spreadsheets, and graphic programs. Trouble shoots and repairs fixed and mobile communications equipment. Interfaces with other agencies to conduct site visits, microwave usage and current shared interests. Conducts special equipment interfaces for various communication systems. Operates, maintains and repairs complex test equipment to include the use of current technology equipment and older model test equipment at some remote sites.
