Monitor billings received from local jurisdictions for proper expenditures of their emergency management assistance funds and compliance with federal regulations. The position also processes all Division invoices, maintains billing records, processes federal quarterly reports and necessary federal documentation associated with receipt of federal funds. This position also assists the Grants Coordinator in the event of a Presidentially declared disaster with the processing of disaster payments for local governments.

This position serves as an Accountant II, performing all of the financial functions for the Chemical Stockpile Emergency Preparedness Program.  Since the CSEP Program does their accounting by benchmark, this involves keeps track of every program expenditure according to a line item in a FEMA approved budget, and reconciling the expenditure in the State’s SFMS system for ease in tracking.  This position performs all federal financial reports, as well as OEM’s smartlink financial report, which is the system OEM uses to draw down federal funds.

The purpose of this position is to assist the Section Director in the areas of hazard mitigation and recovery by conducting hazard research and analysis, planning, hazard reduction activities, damage assessment, and coordinating various disaster assistance programs.  This includes developing plans, procedures and guidance for improving state and local capabilities to implement disaster relief and recovery programs and tasks, and plans which seek to mitigate the effects of natural hazards in Oregon.  The position also provides training assistance in these areas.  In carrying out the purpose of this position, the Emergency Management Specialist assists the Section Director in the broader preparedness effort for all hazards faced by the State of Oregon.

Assist with the administration and coordination of the fiscal and grant processes for all projects within OEM to include ensuring the accuracy and proper use of federal, other and general funds that the Division receives.  This includes funds expended at the state and local level, as well as Federal Funding that is administered through OEM's Cooperative Agreement with other state agencies.  Provides advice and counsel as to proper use of funding within OEM guidelines, state rules and regulations, other civil preparedness guides, and maintains audit information for Division.    Provides Division management with program budget information, and prepares special reports as required.  Prepares special project reports for the agency's 9-1-1 program, to include revenue and expenditures projections for the various 9-1-1 non-limited accounts.  Reviews entries made by GHQ staff against agency funding sources and directs corrections and necessary changes that may be required.

The purpose of this position is to administer the Governor’s Hazard Mitigation Policy and Program objectives through a statewide hazard mitigation program accomplished, largely, with federal funding provided by the Hazard Mitigation Grant Program, Flood Mitigation Assistance Program, and the Pre-Disaster Mitigation Program.  Mitigation planning is essential to an effective statewide natural hazards mitigation program and this position includes coordinating and facilitating participation in local, regional and state hazard mitigation planning efforts to reduce or eliminate the loss of public infrastructure and private property due to natural disasters. Mitigation projects and measures, identified through the mitigation planning process, are then implemented using federal grant funding administered by this position.  The close working relationship with local, state and federal agency representatives also leads to funding and technical assistance partnerships with the intent of leveraging other program resources to accomplish mitigation objectives.

This position serves as the Infrastructure Program Representative to administer the grants and contracts provided through the Federal Public Assistance Program.  In conjunction with the federal public assistance officer, the financial team and the inspection teams, this position is responsible for the monitoring of all projects approved for federal funding assistance under a Presidentially declared disaster.  This position also provides technical assistance to local governments in their recovery planning process and during actual emergencies.  The position also provides technical assistance to hazard mitigation construction projects.
