Mitigation & Recovery Services
Purpose
To provide oversight and administration of OEM´s financial services and related funding that is passed-through to local government, and to manage disaster recovery activities for state and local governments in the event of a devastating emergency or disaster.
 

  • Financial services and guidance;
  • Budget preparation and administration;
  • Financial guidance and assistance to local jurisdictions that receive pass-through federal money;
  • Interpretation of Federal Guidance and OMB Circulars;
  • Fiscal support for facilities and operations.
 
Process Coordination

  • Processing of emergency grant proposals;
  • Liaison with local and Federal officials;
  • Preparation of federal assistance requests and OEM grant proposals/applications;
  • Contract approvals with subgrantees;
  • Review and approval of project worksheets;
  • Payments to disaster recipients;
  • Development of mitigation projects;
  • Administration of mitigation funds.

Mitigation Planning

Mitigation & Recovery Services Section staff provide technical assistance to local jurisdictions in developing or updating mitigation plans. One Guide used when advising local jurisdictions is the Local Mitigation Plan Review Guide shown below. The second document below, the Local Mitigation Plan Review Tool, is a Microsoft Word version of Appendix A of the Guide. The “regulation checklist” within the Tool is the official evaluation used by FEMA when reviewing local mitigation plans. Typically local governments utilize this checklist while developing or updating their mitigation plan, and then do a full self-evaluation using the Tool prior to submitting a local mitigation plan through OEM to FEMA for pre-adoption review.

Seismic Grants
Seismic Rehabilitation Grant Program
The Seismic Rehabilitation Grant Program (SRGP) provides funds to strengthen public schools and emergency services buildings so they will be less damaged during an earthquake. Reducing property damage, injuries, and casualties caused by earthquakes is the goal of the SRGP.
