Welcome and meeting open
The commission will open the meeting and review the day's agenda.

Item A: Draft meeting minutes (action)
Commissioners will review and take action on proposed draft minutes from the January 2024 regular meeting.

Item B: Director's report (informational)
DEQ staff will present written and verbal updates on agency activities and other issues of interest to the commission.

Item C: Coastal Zone Amendments and Reauthorization Act update (informational)
Oregon's Coastal Nonpoint Pollution Control Plan was disapproved in 2015 under the federal Coastal Zone Amendments and Reauthorization Act. Since then, Oregon has been revising its plan. DEQ staff will provide an update on Oregon's work to revise its plan and to resubmit it to the U.S. Environmental Protection Agency and the National Oceanic and Atmospheric Administration in the fall of 2024.

Item D: Climate Protection Program update (informational)
DEQ staff will provide an update on plans for a rulemaking in 2024 to reinstate a climate program in place of the recently invalidated rules that established the Climate Protection Program. This update will entail plans for establishing and engaging with a Rules Advisory Committee, a subsequent public comment period, and staff plans for seeking EQC action before the end of the year.

Working lunch and executive session
The commission will hold a working lunch and executive session, pursuant to ORS 192.660(2)(a), (f) and (h). Executive session is a closed meeting for commissioners, specific DEQ staff and staff from the Oregon Department of Justice, to discuss confidential legal information and updates. Per state law, members of the media may attend executive session; however, they may not report on the specifics or details of any discussions or information presented during executive session. To request access as a member of the media, please email Lindsay Trapp by 12 p.m. on Monday, March 18, 2024.

Item E: Public forum
The commission will hold a comment opportunity for any environmental and public health issues relevant to DEQ and EQC. Sign-ups to comment will occur at the start of this agenda item, and people are asked to limit comments to three minutes or less. Comment times may be reduced at the discretion of the commission. The commission cannot accept comment on the following proposed rules: Gasoline Dispensing Facility Emissions, Lower Columbia-Sandy Subbasin TMDL, LRAPA Title 47 – Open Burning, and Willamette Subbasin TMDL.

Item F: Gasoline Dispensing Facility Emissions Rulemaking (action)
DEQ staff will propose a rulemaking to revise air quality applicable to Gasoline Dispensing Facilities found in Oregon Administrative Rules, Chapter 340, Divisions 242 and 244. The proposed rules are intended to reduce emissions from new and certain existing facilities.

Item G: Governor Kotek expectations for agencies (informational)
DEQ staff will present on Governor Kotek's expectations for all Oregon state agencies, and provide an update on DEQ's progress.

Item H: 2024 Legislative session debrief (informational)
DEQ staff will provide a summary of outcomes from the 2024 Legislative Session, focusing on policy and budget matters impacting, or of interest to the work of the agency and commission.

Item I: Agency Request Budget update (informational)
DEQ staff will brief the commission on the 2025-2027 Agency Request Budget development process. The item will include a preview and discussion of key budget and policy issues and priorities.

Members of DEQ's Strategic Planning Committee will provide an update to the commission on the strategic planning process and draft plan.
