Nursery Program
An Oregon Department of Agriculture (ODA) license is required by anyone operating as a grower or dealer of nursery stock in Oregon.
Exceptions include the following:
- Businesses whose total sales do not exceed $250 per fiscal year
- Landscaping businesses or brokers that do not grow or store live plant material for more than one year
Nursery stock
Nursery stock includes all botanically classified plants or any part:
- Floral stock
- Herbaceous plants
- Bulbs
- Corms
- Roots
- Scions
- Grafts
- Cuttings
- Fruit pits
- Seeds of fruits
- Forest and ornamental trees and shrubs
- Berry plants
- Trees, shrubs, vines, and plants collected in the wild that are grown or kept for propagation or sale
Nursery stock does not include the following:
- Field and forage crops
- Seeds of grasses
- Cereal grains
- Vegetable crops and flowers
- Bulbs and tubers of vegetable crops
- Vegetable or fruit used for food or feed
- Cut flowers (unless stems or other portions thereof are intended for propagation)
- Importation of plant material
Apply for a Nursery License
- Print the nursery license application
- Send completed application with appropriate fees to ODA
- Use the nursery license calculator to determine appropriate nursery license fees
- License is not prorated and expires June 30 of each year
Temporary Nursery License
A temporary nursery license is required for a non-profit (501-C3) organization to hold a seven (7) day sale.

Temporary Nursery License Application (2020)

Christmas Tree Program
An ODA Christmas tree license is required for growers of Christmas trees with acreage of one acre or more.
Apply for a Christmas Tree License
- Print the Christmas tree license application
- Send completed application with appropriate fees to ODA
- Use the Christmas tree license calculator to determine appropriate Christmas tree license fees
- License is not prorated and expires June 30 of each year.
