OR 8 at OR 219 Intersection Improvements

Region 1: Portland metro and Hood River County (Hillsboro, Washington)

​​​​​​​​​​​​​​​​​​​​​​​​​​​​Construction is underway to bring much needed safety improvements to the intersections at Oak Street and 1st Avenue (also known as OR 219), and at Baseline Street and 1st Avenue on OR 8 in Hillsboro. Construction is anticipated to be complete by February 2021.​​


Construction Impacts

The new signals at the Baseline Street intersection are in operation. The new sidewalk and ADA ramp on the eastbound side of the highway are nearly complete. ​ ​

Traffic Impacts: Daytime lane and shoulder closures on Baseline Street (OR 8) and 1st Avenue and Oak Street (OR 8) and 1st Avenue.

Nighttime lane closures with flaggers directing on SW Baseline Street, SW Oak Street and 1st Avenue from 7 p.m. to 6 a.m. week nights.

Construction of these improvements began in February 2020. During construction, travelers can expect the following impacts:
  • Construction activity noise in and around the project. If you have specific noise concerns, call the 24/7 noise hotline at 971-673-5239.

  • Parking restrictions. Please read signs carefully before parking.

  • ​Lane and Road Closures
    • ​​Single-lane closures in the project area during daytime and nighttime hours.
    • Two-lane closures during nighttime hours.
    • Some 20-minute full road closures are required and can take place between 10 p.m. and 5 a.m.

  • Temporary Pedestrian Access Routes. Please use marked or signed bicycle and pedestrian paths.​ All pedestrian routes will be ADA accessible.​

We are taking a system-wide approach to improving safety along OR 8. Several upcoming projects will upgrade crosswalks, intersections, bus stops, curb ramps, lighting and signs. One of these safety projects is on OR 8 where it intersects with OR 219 (or S 1st Avenue) in downtown Hillsboro. This section of OR 8 is split into two one-way streets— SW Oak Street in the eastbound direction and SW Baseline Street in the westbound direction. To reduce crashes and improve safety, we will pave both intersections and make other improvements that include:
  • ​New traffic signals and signs. Improving hardware can reduce crashes by making signal indications more visible. Installing signs reduces crashes, particularly side-swipe collisions, by making it clearer to drivers which lane to be in. Pedestrian countdown timers help pedestrians make better decisions about how much time is left to cross the road, reducing their chances for unsafe crossings.

  • Improved lighting. Improving intersection lighting can reduce nighttime crashes due to better visibility.

  • Upgraded ADA curb ramps. Upgrading ADA curb ramps will meet new design standards and provide better access for people who rely on them.​

  • New southbound left-turn lane at the S 1st Avenue and SW Oak Street intersection. Providing a left turn lane and designated left turn signal will reduce the potential for crashes at this intersection.​​
