2026: Oregon Alcohol and Drug Policy Commission 2023-2025 Substance Use Disorder State Spending Financial Analysis
In line with the strategies directed by the ADPC 2026-2030 Comprehensive Plan to address substance use disorder, the ADPC conducted this financial analysis of state agency spending on substance use prevention, substance use disorder treatment, prevention, recovery and harm/risk reduction. $1.5 billion in spending across eleven state agencies is analyzed in this report.
The report summarizes all state agency spending related to substance use disorder by revenue source (i.e., grouped by federal, other, lottery and general fund sources), as well as by area of the substance use disorder care continuum, and by state agency. 2026: Programmatic and Fiscal Inventory of Primary
Prevention Services in Oregon
In Accordance with House Bill 3321 (2025), Section 1
House Bill 3321 (2025) directed the ADPC to
account for youth-focused primary substance use prevention in Oregon: what programs exist,
what the state spends, who does the work, and what should change. The ADPC and the Oregon
Health Authority (OHA) selected Third Horizon to carry out the analysis. Primary prevention
means the practices, programs, and policies designed to prevent, delay, and reduce youth
substance use before a substance use disorder develops. It is not treatment, harm reduction, or
recovery support. The assessment covers the 2023–25 biennium with a forward look at 2025–27
and draws on four statewide surveys (65 school districts, 109 provider organizations, 101
members of the prevention workforce, and nine colleges and universities), 21 interviews, a
school focus group, and more than 500 agency documents and contracts.

2026: July 2026 Biannual Legislative Report
This report on the status of implementation and progress on the 2026-2030 Comprehensive Plan is provided in compliance with ORS 430.223 (4), which directs the ADPC to review and update the plan by July 1 of each even-numbered year and produce a report on the metrics and other indicators of progress in achieving the goals of the plan.

2025: ADPC Report and Recommendations in Accordance with House Bill 4002 Section 11
Section 11 of House Bill 4002 (2024) required the ADPC to conduct a study of barriers to and best practices for: (a) youth accessing opioid use disorder treatment; and (b) increasing access to medications for opioid use disorder (MOUD) treatment. The bill required the ADPC to create a youth strategic plan in conjunction with the System of Care Advisory Council (SOCAC) and strategies to remove barriers to MOUD treatment.
The ADPC provided a preliminary report in September 2024 (see below). The
ADPC and SOCAC are each finalizing five-year plans by January 1, 2026.
The following document serves as the ADPC final report directed by HB 4002 (2024), Section 11.
The study examines access and barriers to MOUD across the state and provides sets of
recommendations for the legislature, funding opportunities, and potential state agency actions to
positively impact MOUD access and as a result improve the health outcomes of Oregonians
experiencing the impacts of Opioid Use Disorders.

2024: ADPC Preliminary Report and Recommendations in Accordance with House Bill 4002 Section 11
Section 11 of House Bill 4002 (2024) required the ADPC to conduct a study of barriers to and best practices for: (a) youth accessing opioid use disorder treatment; and (b) increasing access to medications for opioid use disorder (MOUD) treatment. 2022: Oregon Substance Use Disorder Service and Gap Analysis
In collaboration with Oregon Health Authority and Oregon Alcohol and Drug Policy Commission (ADPC), researchers from the Oregon Health and Science University - Portland State University School of Public Health (OHSU-PSU SPH) conducted an inventory and gap analysis of service delivery resources available in Oregon to address substance use disorder prevention, harm reduction, treatment, and recovery.
