Local Opioid Settlement Learning Collaborative

Oregon's Local Opioid Settlement Learning Collaborative is a monthly, virtual series for cities and counties receiving direct opioid settlements. The meetings are held on the first Thursday of the month at Noon P.T.

Below, you can find available meeting recordings for the Learning Collaborative, which began in March 2024. Additionally, you can find presentation slides and summaries for each meeting.

During these meetings, participants discuss national and state settlement updates and spending best practices. Additionally, recipients share how they are using opioid settlement funds to prevent substance use, as well as how they're using the funds to treat and support people with substance use disorders in their communities.

Learning Collaborative meetings are facilitated by Comagine Health, a nonprofit healthcare consulting firm. Comagine Health coordinates these sessions in collaboration with Oregon's Alcohol and Drug Policy Commission (ADPC), the Oregon Department of Justice (ODOJ), the Oregon Health Authority (OHA), and a local representative from Clackamas County.

Opioid Settlement Funding Background

Over the past 25 years, pharmaceutical companies contributed to unprecedented increases in prescribing opioids, leading to opioid use disorder and deaths by overdose. These companies promoted opioids for chronic pain management while downplaying risks. Additionally, they influenced medical professionals to prescribe opioids through financial support, gifts, and sponsorship of educational events. They also funded questionable research and suppression of information that downplayed the risks and exaggerated the benefits of opioid medications.

Since July 2021, the state of Oregon has reached agreement on national lawsuits against several pharmaceutical manufacturers, distributors, and retailers for their role in fueling the opioid crisis.

The funds from these settlement agreements are divided between local jurisdictions and the state of Oregon. Settlement funds can be spent on a wide variety of opioid prevention, treatment, and recovery strategies (Exhibit E approved uses).

In 2022, the Oregon legislature passed House Bill 4098, establishing the Opioid Settlement Prevention, Treatment, and Recovery (OSPTR) Board. The OSPTR Board determines how to allocate the state's portion of Oregon's opioid settlement funds.
