Housing Accountability and Production Office

The Housing and Accountability Production Office (HAPO), created by Senate Bill 1537 (2024), is a joint office between the Department of Land Conservation and Development (DLCD) and the Building Codes Division (BCD).

HAPO was created to work with industry stakeholders, local jurisdictions, and other state agencies to help streamline the process of housing development and ensure that all parties comply with state housing law. HAPO will fulfill this purpose through a combination of funding assistance, policy guidance, and technical support.

Building Codes Division (BCD) programs

Residential structures code program

The Oregon Residential Specialty Code (ORSC) is a statewide building code that regulates the construction, alteration, movement, enlargement, replacement, repair, equipment, use, occupancy and location detached one- and two-family dwellings classified and townhouses classified as Group R-3 occupancies.

Commercial structures code program

The Oregon Structural Specialty Code (OSSC) is a statewide building code that governs the construction, alteration, movement, enlargement, replacement, repair, equipment, use, occupancy and location of all structures that are outside the scope of the ORSC; including all multifamily Group R-2 buildings with three or more dwelling units located in a single building.

Permit-ready plans program

Permit-ready plans that have been published to the division’s website are available for use by the public. The expectation for permit applications using permit-ready plans is that they require less time to review and are less expensive to process by building departments.

Housing accountability and production
