Housing laws apply to housing development or the permitting or division of land for housing. Housing laws include certain sections of the following Oregon Revised Statutes (ORS) and associated Oregon Administrative Rules (OARs), as defined in Section 1 (5)(a) in Senate Bill 1537 (2024):

HAPO can answer questions related to interpretation and application of housing laws. Individuals may also submit complaints related to potential housing law violations. HAPO will investigate and process complaints consistent with Senate Bill 1537 Section 2.

HAPO can assist with housing production by identifying relevant state funding and resources and providing guidance on state processes and requirements. If a navigation inquiry does not fall under HAPO’s scope, or if another state agency can better assist, HAPO will connect you with the relevant agency.
