Inquiries and Complaints

The Housing Accountability and Production Office (HAPO) can respond to general questions about:
  1. State housing laws related to land use and permitting
  2. Identification of state funding for housing production
  3. Clarification and understanding of state processes related to housing production
  4. Potential violations of state housing laws.

What are Housing Laws? 

Housing laws apply to housing development or the permitting or division of land for housing. Housing laws include certain sections of the following Oregon Revised Statutes (ORS) and associated Oregon Administrative Rules (OARs): of ORS 92, ORS 197, ORS 197A, ORS 215, ORS 227, ORS 455, as defined in Section 1 (5)(a) in Senate Bill 1537 (2024). HAPO can answer questions related to interpretation and application of housing laws. Individuals may also submit complaints related to potential housing law violations. HAPO will investigate and process complaints consistent with Senate Bill 1537 Section 2.

Example housing law inquiries include:
  • Project-specific questions from housing developers about the applicability of building code requirements or consistency of local land use regulations with state law.
  • Questions from local governments about interpreting state land use laws, either as part of a development review or when updating land use regulations.
  • Questions on applying or interpreting building codes.


What is “Navigation of State Resources and Processes”?

HAPO can help identify state funding and resources to assist housing production and can provide guidance on state processes and requirements related to housing production. If a navigation inquiry does not fall under these categories, or if another state agency can better assist, HAPO will connect the inquirer with the relevant agency.
