The Transfer Council focuses on improving transfer and articulation to better serve Oregon students. On this page you will find background on the work of the Transfer Council and information on how to engage with the Council's work at public meetings.
Legislation in 2021 created the Transfer Council and charged it with developing recommendations to the Higher Education Coordinating Commission (HECC) on new transfer and credit policies and agreements, building on previous statewide work to streamline transfer pathways.
The Transfer Council was created with the passage of
Senate Bill 233 in 2021. This legislation charged the Council with developing recommendations to the HECC related to transfer agreements (Major Transfer Maps), Common Course Numbering (CCN), and other transfer and credit-related concerns. Details on public meetings of the Transfer Council are below.
Development of new Major Transfer Maps (MTMs): new major-specific agreements that prepare students for transfer into one of Oregon’s public universities in a particular major. Information on MTM work, including approved MTMs, can be found on the

Development of Common Course Numbering (CCN): alignment of commonly taken lower-division courses across the public institutions in order to help students receive transfer credit for these courses. Information on CCN work, including courses approved for CCN, can be found on the

Stay Engaged
The Transfer Council meetings are open to the public. Public testimony is welcomed at all public meetings of the HECC and the Transfer Council. You can also stay informed by subscribing to our newsletter.
There are also numerous Transfer Council Faculty Subcommittees. With legislative changes in recent years, the meetings of Faculty Subcommittees are now exempt from public meeting law requirements. However, the HECC continues to make meeting information and viewing access available for partners who wish to stay engaged with the work.

Public Comment and Accommodations Guidance

- Provide public comment: To sign up for public comment, submit written comment, or ask questions about the meeting, email the meeting administrator. All written comments received become part of the public record and will be shared publicly in meeting materials.
- Suggest items for agenda: To suggest items related to streamlining student transfer for the Transfer Council to discuss on their agenda, members of the public can email transfercouncil@hecc.oregon.gov. Requests should be made 14 days prior to the scheduled meeting to allow for consideration of the request. Please note, that Transfer Council co-chairs determine the agenda for their meetings in relation to their charge and timeline, but they appreciate suggestions.
- Request accommodations: The HECC is committed to accessible services for all. Please send requests for alternative formats or accommodations for individuals with disabilities to the meeting administrator at least 72 hours in advance if possible.
