Exam Pilot Project
Rule Summary: This rule amendment adopts the LCB Prep Course and Exam through Clackamas Community College's Small Business Development Center. This course will provide landscape companies more options for taking licensing exams and increase access. This rule will help meet a need that small businesses have been requesting.

May 21, 2025 - Amendment to the 2023-2025 biennium budget and adoption of the 2025-2027 biennium budget with a fee increase:
The State Landscape Contractors Board approved the rule language on May 16, 2025 and the rules were filed with the Secretary of State on May 20, 2025. The fee increase is effective October 1, 2025. Further information about the fee increase will be announce on the Board's website and sent to all licensees. Final Permanent Rule Filing.
August 1, 2025 - This rule aligns the CEH requirement for reinstatement of an expired or inactive license with the current renewal requirement. No additional CEH is being required with this change. Final Permanent Rule Filing.
September 24, 2025 - Right to cancel a contract - This rule aligns the rules with the new law (
SB 865). This allows all consumers, including renters, to cancel a contract with a landscape contracting business within three business days of signing a contract.

January 1, 2026 - Bond Structure - This rule aligns the rules with the new law (
SB 864). This requires all landscape contracting businesses to carry a $20,000 bond, except for probationary licenses.
