Mission Statement
LUBA's mission is to provide a specialized appellate review body that will (1) provide an accessible forum for resolving land use disputes quickly and efficiently and (2) make its decisions available as a decision-making resource to state and local legislators, land use professionals, city and county land use decision makers, property owners, and residents of Oregon.

Performance Measures
LUBA developed performance measures 1, 3, and 4 in 1994 to track key statutory directives to (1) resolve land use appeals quickly, (2) resolve all issues in an appeal if possible, and (3) resolve land use appeals correctly. In 2001, LUBA added performance measure 2 to track a statutory requirement enacted that year that LUBA resolve record objections within 60 days of receipt. In 2007, LUBA added performance measure 5 to track customer service satisfaction.
LUBA's reporting year is based on the fiscal year. Annual performance measure reports track performance from July 1 to June 30.

The Board consists of three members who are each appointed by the Governor to serve four-year terms. The appointments are confirmed by the Oregon State Senate. The Board Members must be members of the Oregon State Bar.

Michelle Gates Rudd, Board Member

B.S., Stanford University (1985); J.D., University of California, Berkeley (1994); Master of City and Regional Planning, University of California, Berkeley (1994); member of the Oregon State Bar since 2000. Prior to joining LUBA, Ms. Rudd was in private practice with a firm in Portland.

B.S., University of Oregon (2006); J.D., Vermont Law School (2011); member of the Oregon State Bar since 2012. Prior to joining LUBA, Mx. Zamudio was a judicial law clerk at the Oregon Court of Appeals and was in private practice with a firm in Medford.
